Description
T he Utility Operations Manager oversees the safe, reliable, and efficient operation of the
Bellingham Downtown Energy Utility (BDEU)and supports the continued
build-out of district energy and utility infrastructureacross the Bellingham Waterfront District.
This is a
growth role: today’s portfolio centers on the BDEU system, and responsibilities will expand as new utility assets and customers come online.
Core Responsibilities System Operations & Performance
- Operate, monitor, and optimize district energy and utility systems to ensure safety, reliability, and compliance.
- Analyze system performance, respond to alarms, troubleshoot issues, and implement corrective actions.
- Support long-range planning for system capacity, efficiency, and integration of new assets.
- Oversee preventive, predictive, and corrective maintenance activities using the CMMS.
- Ensure work is completed safely, effectively, and aligned with asset management plans.
- Maintain required safety programs, documentation, and hazard assessments.
- Promote safe work practices and ensure compliance with internal standards and regulatory requirements.
- Participate in emergency response and on-call rotation.
- Supervise contractors and staff, including onboarding, training, and performance feedback.
- Coordinate operational support for capital projects, system expansion, and new service areas.
- Contribute to budget forecasting, inventory management, and cost-effective operations.
- Minimum 3 years of operations or mechanical systems experience; district energy experience an asset.
- Strong understanding of boilers, pumps, heat exchange systems, chillers, valves, piping, and controls.
- Ability to diagnose system issues, lead maintenance activities, and work within a CMMS.
- Valid driver’s license; First Aid Level I an asset.
- Preference for candidates located in the Bellingham, WA area.
- Proficiency in Microsoft Office programs
Salary Range:
$90,000–$135,000 USD per year, depending on experience and qualifications.
