Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets.

Reporting to the Manager, Project Controls, the Team Lead, Cost Control implements and maintains a cost management framework across a portfolio of projects, driving budgeting, forecasting, and cost controls to ensure financial accuracy, risk mitigation, and governance compliance.

This role is classified as “Office First” under the company’s Where We Work policy, and the successful incumbent will work full-time out of the company’s Calgary office.

Key Responsibilities

Develops standards and frameworks leveraging AACE (Association for the Advancement of Cost Engineering) best practices to ensure consistency and effectiveness in project cost control.
Leads project cost oversight by managing budgets, monitoring costs against approved baselines, validating reports and forecasts, and conducting variance analyses to ensure accuracy and alignment with project objectives.
Oversees project budgeting, forecasting, and cost control processes while ensuring financial accuracy and risk mitigation.
Proficient in defining and tracking key performance indicators (KPIs), including Earned Value metrics such as Cost Performance Index (CPI) and Schedule Performance Index (SPI), to assess cost control effectiveness and integrated cost/schedule performance.
Evaluates and refines cost control methodologies using data analysis, stakeholder feedback, and industry best practices while aligning to governance requirements.
Leads and mentors other cost controllers, providing technical guidance and quality assurance on cost control tools, techniques, and standards to enhance team proficiency.
Implements change management strategies to optimize cost control processes, strengthen stakeholder collaboration enabling early detection of potential trends, and ensure proper governance.
Participates in regular risk exercises to assess potential project impacts and ensures effective controls over contingency management through structured oversight and compliance.


Qualifications And Professional Experience

Bachelor’s degree in Engineering, Project Management, Business Administration, or a related field.
10+ years or more of related work experience.
Certifications: Project Management Professional (PMP) – PMI; Certified Cost Professional (CCP) or Certified Schedule Professional (CSP) – AACE International.
In-depth knowledge of project control processes, including cost management, planning and scheduling, and change management.
Proficient in cost control software such as PIMS, with a strong understanding of cost tracking and forecasting methodologies.
Skilled in data transformation and visualization tools, including Microsoft Power Query and Power BI (preferred), for enhanced reporting and decision-making support.
Collaborative leader with a passion for mentoring, coaching, leading, fostering teamwork and guiding others; capable in navigating and facilitating difficult conversations.
Excellent communication (both written and verbal) and interpersonal skills, with the ability to foster teamwork within the department and across.
Strong problem-solving abilities and sound decision-making skills.
Exceptional analytical and prioritization skills.
Thrives under pressure, adept at managing strict deadlines and shifting priorities.
Critical focus on accuracy and detail and work efficiently in a time-conscious and time-effective manner in a high-paced, agile, dynamic and multi-task environment.


Other Requirements And Information

May need to provide support outside of regular business hours and/or on the weekend.
5-10% travel to various site locations may be required.
