Tanker and Solid Waste Driver

GENERAL PURPOSE

Under general supervision, operates a pump bobtail or combination truck and tanker vehicle transporting and delivering refined wastewater to residential or commercial locations within the Lower Valley Water District (“LVWD”) boundaries. When not transporting and delivering refined water waste, operates automated and manual route collection refuse trucks within the LVWD boundaries.

SUPERVISION

General supervision is provided by the Solid Waste Manager.

REPRESENTATIVE DUTIES

The following is a summary of essential functions and duties required for the position of Tanker and Solid Waste Driver. · Tanker Driver is responsible for pumping, loading, transporting, and delivering refined wastewater to residential or commercial customers using a bobtail truck or a combination truck and tanker with (3,000-8,500-gallon capacity).

· Occasionally operates an automated solid waste collection truck manipulating controls of side and front loading and unloading apparatus device, or packer- type truck, on designated route within the Lower Valley Water District boundaries to pick up and load garbage, bulky waste and/or recyclable material onto truck.

· Occasionally performs manual collections of solid waste by leaving truck to roll out disabled or other required special customer containers.

· Responds to customers inquires involving, explaining requirements regarding content, packing weight, container type, pick-up times, and placement of garbage. Reports refuse collection code violations or obstructions to supervisor.

· Detects, identifies, and reports improper equipment performance and makes necessary operational adjustments. Performs pre- and post-trip maintenance related to vehicle inspections and operator services such as lubricating, monitoring fluid levels, checking tire pressure, hose connections, and other related items on checklist.

· Washes truck on a regular basis.

· Makes a continuous effort to improve operations, decrease turn-around times, streamline work processes, and works cooperatively and jointly to provide quality customer service.

· Records mileage and fuel consumption of truck driven.

· Complies with all safety standards as they pertain to equipment and facility operations.

· Accomplish and maintains safe work practices according to District's rules and policies assigned duties using safe work practices.

· Must be able to establish and maintain effective working relationships with fellow employees, officials, and the public.

· Performs any other duties as assigned by the Regulatory Enforcement Manager.

QUALIFICATIONS

The following generally describes the knowledge and qualifications required to perform the essential functions and duties of the position of Tanker and Solid Waste Driver.

Education and Experience Guidelines – Below is a summary of the minimum educational qualification requirements for the position of Tanker and Solid Waste Driver.

Education/Training: High School Diploma or GED. Bilingual preferred (English and Spanish).

Experience: Two (2) years of experience operating tanker trucks, PTO’s (Power Take-Off, i.e. the transfer of power from engine to other components, as in a hydraulic water pump), refuse trucks, roll off trucks, combination truck, or pump trucks thirty (30) tons and over or related automotive equipment.

License or Certificate:

· Valid Texas Class "A" Commercial Driver's License or equivalent from another state and must have an acceptable driving record.

· Tanker Endorsement

· HazMat Endorsement

Knowledge, Skills and Abilities:

· Application of general knowledge of safe maintenance and operation of heavy equipment used to collect and transport refined wastewater, transport and dispose of solid waste materials.

· Application of general knowledge of federal, state, and local laws concerning handling and disposal of solid waste.

· Application of general knowledge of hand tools used, including operation of computerized, on-board data collection.

· Ability to operate bobtail tanker or combination truck and trailer.

· Ability to operate automated solid waste collection truck.

· Ability to be physically capable of operating the vehicles safely.

· Ability to pass a pre-employment drug test.

· Must be customer service oriented.

· Ability to follow federal, state and City solid waste and water transport management laws, rules and regulations and state and local labor and occupational safety and health rules and regulations.

· Clear, concise oral and written communication to prepare and present daily documentation logs and reports.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: The Tanker and Solid Waste Driver primarily works in an outside environment with frequent exposure to wastewater; mechanical, electrical, chemical and confined space hazards; offensive fumes; excessive noise; heavy traffic; deep excavations; moving machinery and equipment; uneven terrain, extreme weather conditions, animals, reptiles, fumes and materials common to collection, transportation and disposal of solid waste, recycling and hazardous materials; occasional exposure to hostile customers or citizens.

Physical: Primary functions require sufficient physical ability and mobility to work in field environment; to stand, stoop, reach, bend, kneel, squat, climb, and walk on uneven terrain, loose soil, and sloped surfaces; to lift and/or carry up to 50 pounds and push up to 100 lbs. Talk, use hands to finger, handle, feel or operate equipment, and reach with hands and arms. Frequently climbing in and out of trucks; sitting for an extended period.

Vision: Must be able tosee in the normal visual range, with or without corrective devices. Must be able to read.

Hearing: Must be abletohear in the normal audio range, with or without corrective devices.

Travel: Travel is primarily local during the business day, although some out-of-area and overnight travel may be required.

Personal Protective Equipment Required: Required to comply with requirements as specified in regulations for personal protective equipment including hard hat, safety vest, eye protection, safety gloves, face mask, and steel-toe shoes.
