Position Summary

This position reports to the Transmission Relay Construction & Maintenance (C&M) Manager for each regional jurisdiction (Ex. Carolinas East, Carolinas West, Florida, Midwest). The position is responsible for providing day to day leadership to a workgroup of college degreed performers (Relay/SCADA Technicians) focused on providing field services for Protective Relaying and Control Systems (Relay), Battery Systems, supervisory control and data acquisition systems. Supervisor provides onsite technical support for maintenance, construction, operations, and generation, and other departments.

This position is accountable for all construction and maintenance aspects of the Protection and Control systems within T&D substations and switching stations, Generator switchyards, within generating facilities, and some industrial customer facilities. In addition, supervisor will serve as first line technical support for his/her team. Accountability includes; effective cost management, error-free execution of relay/SCADA activities, and relay/SCADA equipment performance. This position is responsible for reinforcing the expected results of their Relay C&M workgroup such that it is focused on: Compliance with applicable corporate programs; NERC requirements; Environmental Health & Safety (EH&S); Sarbanes-Oxley; Project Management key performance indicators; etc. Individual will foster a culture that values self-reporting of compliance violations/errors/Human Performance events, continuous improvement, and consistency between each area of responsibility.


Key aspects of the workgroup/position:

Makes decisions in high stress situations and ensures error free work activities. The Relaying/SCADA equipment installed and maintained by this group is complex in nature, and of critical importance to grid reliability. There are high consequences to not installing or maintaining this equipment with a high degree of quality. Two highly publicized large-scale outage events have been linked to activities performed by relay personnel in other regions of the country. The safety of our employees and members of the public may also be jeopardized by Relay/SCADA systems that are not installed or maintained properly. This position supports the overall success Transmission, Distribution, and Generation C&M activities by ensuring that protective Relaying/SCADA activities are performed in the safest, most reliable, and cost-effective manner while meeting the customer’s requested in-service schedules.

Similarly, this position supports the overall success of the annual maintenance including significant qualities of NERC mandated maintenance activities, by ensuring that protective relaying activities are completed safely, reliably, cost-effectively, according to technical bases and within prescribed schedules. Due to the increasing regulatory requirements in this area, this position will ensure that documentation of work completed meets the expectations of the Relay C&M organization (accurate, retrievable, and compliant). This supervisor is responsible for overseeing and managing external relay resources assigned to their area with the same set of expectations, which can add significantly to the size of the workgroup. As NERC PRC005 standards continue to mature, supervisors will provide input to the new work methods required to become complaint with new developing standards.


Responsibilities

Manages the Relay C&M Team to ensure the provision of reliable and quality service for distribution served customers and achieve process results.

- Ensures assigned work is completed according to schedule and in compliance with design and construction standards.

- Ensures standard work processes are followed by team.

- Complete field reviews to observe progress, performance, quality and results.

- Monitors team results to identify opportunities for improvement.

- Initiates actions to ensure objectives are achieved and improvement opportunities are addressed.

- Ensures geographic area is appropriately staffed and supported for 24/7 response for relay/SCADA resources. This includes both individual availability and setting employee expectations.

- Maintains responsibility for O&M and capital expenditures to meet or exceed expectations of project and resource estimates, providing timely feedback when unavoidable variances occur or are predicted.

- Ensures that Environmental Considerations is/are included in project execution plans (ie. Environmental Checklists)

- Assist in the creation, review of departmental budget responsibilities.

Maintains productive and motivated work force to ensure a cohesive team effort.

- Actively shares information with employees.

- Develop a culture of two way communication, encouraging employee feedback and providing communications to Manager of Relay C&M.

- Enable employees to make decisions within boundaries of process and goals.

- Resolves employee issues such as corrective action, IBEW contract admin. etc.

- Develop a culture which supports continuous employee development (training, career development, technical) beyond the degree requirements for the positions within the department.

- To provide individual employee feedback to ensure continuous improvement.

- Ensure safe working conditions and practices by providing adequate safety training of work practices and procedures including work site audits.

- Initiate action to promptly correct potential or actual safety problems.


Implement Continuous Improvement

- Serve as model of leadership for change. Continuously works towards the development of direct reports

- Analyze feedback to ensure appropriate actions are taken to positively impact results.

- Provide performance feedback to leadership for continuous improvement.

- Ensures implementation of organizational improvements and technology.

- While working through projects; identifies design, equipment, and operations issues and interfaces with Engineering, Standards, Operations, IT, and other departments to affect necessary changes.

Maintain positive internal and external customer relations to resolve complaints and concerns.

- Respond in a timely manner to customer concerns.

- Negotiate with customer (internal and external) for satisfactory resolution.

- Ensures that customer incidents are thoroughly investigated and reviewed with responsible employee.

Serves as local contact for various company issues

- Support employees in other organizations who report locally.

- Serve as local contact for facilities, transportation, communications, etc.

- Serve as local contact for Customer Services organization.

- Serves on peer-level or other department teams in support of company objectives and special project teams.

- Supports peers in organization through sharing of best practices and learning.

- Provides a 24 hour a day, 7 days a week on call service to respond to troubles / issues with the aforementioned systems and or interfacing departments.


Basic/Required Qualifications

- Associate's (2 year) Degree in Electronics Technology or Electrical/Electronic Engineering discipline with a minimum of 6 years of relevant work experience or 8 plus years of field related protective relaying experience in lieu of a degree

- Valid Driver's License

Desired Qualifications

- Prior knowledge or experience in the specific area of protection control, and SCADA, installations and maintenance

- Thorough understanding of company standards and practices as well as a good working knowledge of company construction practices.

- Working knowledge of the Generation, transmission, and distribution systems, stations and equipment and associated safety policies, practices, and procedures.

- General familiarity with regulatory requirements applicable to the position (e.g. NERC, CIP, EPA, state utility regulators, etc.)

- Working knowledge of company processes and procedures related to Contract Management

- Effective conflict management and negotiation skills

- Experience with represented employees and labor contracts (in regions where this is applicable)

- General understanding of budgeting practices and charging guidelines

- Effective problem solving and analytical skills

- Working knowledge of software applications such as Microsoft Office products and familiarity with retrieving all applicable corporate information

- Familiarity with any software or hardware systems and equipment used to test and calibrate protection and control systems

- Familiar with requirements of working within Nuclear Switchyards
