Job Summary
This position reports to the Substation Manager and is responsible for leading the Substation Crew (Substation Relay Technician, Senior Substation Technician, Substation Master Technician, Substation Technician II, and Substation Technician I) during operation, testing, maintenance, and commissioning of substation apparatus including interrupting devices, isolating devices, power transformers, voltage regulators, and protection relays. The Substation Working Foreman must be able to perform the duties of a Substation Master Technician while paying strict attention to the overall job being performed. The Substation Working Foreman is responsible for maintaining safe working habits and conditions on the work site. Procedures are applied to determine the best course of action within the limits of standard practice. A CDOT unrestricted Commercial Driver’s License (CDL) with class A designation is required.
Essential Duties and Responsibilities
- Requires Substation Crews follow CORE safety standards and procedures at all times.
- Plans and directs the daily work activities of employees assigned to them.
- Verifies all department vehicles, equipment, and tools are maintained in good, safe working order.
- Determines and selects the proper materials and tools required on the job site.
- Conducts Job Briefings on the worksite daily and any time scope or method of work changes.
- Informs Substation Manager of daily work progress and problems encountered.
- Assists in the training of Substation Technician I (Apprentice).
- Performs testing, maintenance, and commissioning of substation equipment/relaying involving routine inspection, repair, and modification or addition as needed.
- In addition, provides guidance and direction to Substation Crews performing this work. Reviews and signs off on crew work.
- Reviews test documentation and provides to the Substation Manager.
- Performs switching on substation and transmission line equipment.
- Interprets electrical prints including one-line, three-line, schematic, and wiring diagram drawings for testing, troubleshooting, and modification purposes.
- Performs routine maintenance, minor repairs, and adjustments of high voltage circuit breakers, disconnect switches, power transformers, voltage regulators, reclosers, and switchgear breakers.
- In addition, provides guidance and direction to Substation Crews performing this work and reviews and signs off on their work.
- Reviews test documentation and provides to the Substation Manager.
- Ensures all test results uploaded to appropriate storage location(s).
- Programs and repairs controls on capacitor banks, voltage regulators, and electronic reclosers.
- Provides guidance and direction to Substation Crews performing this work. Reviews and signs off on crew work.
- Reviews test documentation and provides to the Substation Manager.
- Ensures all test results uploaded to appropriate storage location(s).
- Performs testing, maintenance, and commissioning of substation SCADA equipment.
- Maintains a clean, safe environment in the oil shop and substation work areas.
- Maintains inventory of all items within the substation shop. Works with all Substation department classifications to maintain the prescribed areas in an orderly manner. Informs Substation Manager when additional parts need ordered.
- Works with all Substation department classifications to ensure the test van is maintained in an orderly manner and ensures it is stocked with the necessary parts and consumables.
- Maintains inventory of all items within the oil shop storage areas, compressed gas storage, and substation storage up on the hill. Works with all Substation department classifications to maintain the prescribed areas in an orderly manner. Informs Substation Manager when additional parts need ordered.
- Works with the Oil Maintenance Technician to ensure the oil shop is maintained in an orderly and clean manner. This includes the equipment storage areas maintained by the Oil Maintenance Technician.
- Responds to call-out for restoration of service due to substation outage. In addition, is subject to call-out at all hours, including holidays and weekends, in order to restore or maintain electric service to consumers.
- Performs special service investigations as directed by the Substation Manager.
- Inspects, tests, repairs, and certifies as usable rebuilt oil-filled equipment when necessary. Performs oil tests to determine PCB content and maintains required Cooperative and EPA documentation when necessary.
- Reviews all PCB documentation with the Oil Maintenance Technician to ensure accuracy and EPA compliance. Reviews shipping manifests, including shipping list, equipment, and PCB results for tested equipment with the Oil Maintenance Technician prior to shipment. Verifies the Oil Maintenance Technician is staying up with required PCB paperwork and can backfill as needed when the Oil Maintenance Technician is off duty (i.e., on PTO). Files the documentation in location provided by Substation Manager.
- Performs vehicle pre-trip inspections and reports issues.
- Tests equipment calibration management (test sets, Dilo cart, SF6 gas analyzer, etc.)
- Maintains spreadsheet of all test equipment including model numbers, serial numbers, calibration frequency, and tracks dates of calibration.
- Provides list of needed calibrations and new or replacement equipment to Substation Manager during preparation of next year’s budget.
- Maintains spreadsheet of all safety equipment (fall protection, lifting equipment, battery PPE, arc flash PPE, etc.) including model numbers, serial numbers, testing frequency, and tracks dates of tests.
- Ensures sticks, rubber gloves and sleeves, and grounds are collected for testing and redistributed to the crew after testing is complete.
- Provides lists of needed testing and new or replacement equipment to Substation Manager during preparation of next year’s budget.
- Maintains and tracks battery cleaning and eyewash replacement lists.
- Maintains the spreadsheet for this work and informs the Substation Manager when work is due on each list.
- Maintains parts required for each mobile substation and cable reel trailer for installation. Ensures these parts are kept on each mobile substation and cable reel trailer and each piece of equipment is ready for emergency use.
- Reviews all substation checks monthly and ensures all documentation is properly filled out. Provides completed documentation to the Substation Manager.
- Operates CORE CDL-required commercial vehicles and equipment. Employees in this position are not required to drive tractor/trailer combinations or mobile substations.
- Performs other duties as directed.
- High school diploma or equivalent certificate required.
- Substation Technical Apprenticeship or vocational degree required.
- Eight or more years of experience, or equivalent experience/education required.
- A valid Colorado driver’s license with satisfactory driving record within CORE standards is required.
- CDOT unrestricted Commercial Driver’s License (CDL) with class A designation and air brake endorsement is required.
- Competent with position-specific software and applications.
- Competent with Microsoft Office: Excel, Word, and Outlook.
- Competent with position specific equipment.
- Competent with general office equipment.
Knowledge and Skills
The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.
Working Conditions and Physical Requirements
- Heavy work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
- The worker is subject to both environmental conditions: Activities occur inside and outside.
- The worker is subject to extreme cold: Temperatures typically below 32 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as wind and humidity.
- The worker is subject to extreme heat: Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as wind and humidity.
- The worker is subject to noise: There is sufficient noise to cause the worker to shout in order to be heard above the ambient noise level.
- The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
- The worker is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system of the skin: Fumes, odors, dusts, mists, gases, or poor ventilation.
- The worker is subject to oils: There is air and/or skin exposure to oils and other cutting fluids.
- The worker frequently is in close quarters, crawl spaces, shafts, manholes, small enclosed rooms, small sewage and water line pipes, and other areas which could cause claustrophobia.
- The worker is required to function in narrow aisles or passageways.
