SUBCONTRACTS MANAGER

SUMMARY

The Subcontracts Manager (Professional Service) is responsible for managing the subcontract buyout process from RFP to Subcontract execution, especially for Subcontractors regarding Professional services such as Engineering and Due Diligence task, while maintaining a current database of professional service vendor pre-qualification and monitoring vendor performance and/or overseeing insurance and bond for PV/BESS projects, which includes reviewing contractual insurance requirements (upstream/downstream), obtaining insurance proposals, and coordinating the execution of required bonds in partnership with the company’s designated insurance agency. They will be responsible for overall coordination and development of subcontract and/or Insurance agreements.

This position reports to the Director of Subcontracts, or another management personnel that the CEO of the Company may designate. This position is Hybrid and is based out of Irvine CA and working hours are Monday through Friday, from 8:00am to 5:00pm or 9:00am to 6:00pm local time. This position is expected to travel up to 30%.

ESSENTIAL JOB FUNCTION & RESPONSIBILITIES

- Collaborate with internal and external stakeholders to leverage the experience to optimize the selection of qualified Professional service providers;

- Introducing/Finding new EOR/DD vendors

- Relationship management with Existing and new professional service companies.

- Manage RFP Process with limited direction from the Director of Subcontracts;

- Review commercial bid evaluations provided by Specialist/Analyst for management review and award recommendation.

- Review, compare and evaluate subcontractor proposals and historical pricing to determine reasonable pricing and opportunities for cost savings;

- Negotiate Subcontract terms in accordance with company policies and guidelines;

- Ensure prime contract flow downs are incorporated into all Subcontract Agreements;

- Support Project Management Team and Engineering Center as needed with subcontract information and input to resolve subcontractor issues, such as under-performance or scope gaps

- Reviewing upstream/downstream insurance requirements refer to Corporation coverage at negotiation stage and providing the comment

- Facilitating insurance/bond application process with company designated insurance agency to get the proposal

- Evaluating the insurance proposal cost whether it is aligned with company references/market consensus, ensuring all requirements were captured.

- Suggest/Explore best insurance option by communicating with stakeholders.

- Maintain accurate and complete records in accordance with record retention procedures;

- Regular attendance, in accordance with company's attendance policy and supervisory assignment, is an essential job duty requirement for this position.

REQUIRED QUALIFICATIONS

- Bachelor's Degree required

- Minimum 5 years of experience in utility PV/BESS engineering company/internal engineering team

- Preferred experience in EOR/Due Diligence company for Solar or Renewable Energy

- Preferred experience in Risk management team as construction insurance manager for Utility scale Solar project

- Ability to work on own in a fast pace, professional, team environment with minimal supervision

- Ability to Multitask

- Excellent organizational skills and attention to detail

- Strong verbal and written communication skills

- Confidence and ability to interact with people at all levels of the organization

- Computer literacy with an advance knowledge on Microsoft office including but not limited to Excel

- Strong understanding of ERP systems

- SAP Experience

- Customer service skills including experience in conducting Supplier reviews and evaluation, and maintaining good business relationships

- Able to identify, investigate and solve problem that might arise with order and in timely manner

SALARY RANGE FOR POSITION

The anticipated starting pay range of this position, which is to be located in Irvine, CA is $125,000 - $150,000 base salary per year.
