Talen Energy is seeking to fill a Sr. Regulatory Policy Manager position to support the Company’s various markets. This position may be located in any of the following locations: Philadelphia/Allentown, Pennsylvania area.
This role will represent Talen Energy, and be an Advocate for Talen interests in the various Regional Transmission Organizations (RTOs) and states where Talen does business, and before Federal and State regulatory bodies and industry organizations, as necessary. Additionally, this role will provide strategic market and regulatory guidance in support of Talen’s on-going business activities, as well as, the development and evaluation of new business opportunities.
How You’ll Power The Future
- Understand and maintain a comprehensive working knowledge of RTO market (wholesale and retail) rules.
- Monitor the RTO, Federal, and State regulatory environment for both opportunities and threats to Talen’s business interests.
- Work closely with internal and external counsel and External Affairs to protect Talen’s business interests, and to influence regulatory outcomes. This includes the development and review of statutory and regulatory filings, and participation in regulatory proceedings as necessary.
- When appropriate, advocate on behalf of Talen’s operational and commercial interests through participation in RTO stakeholder processes, including the creation of new rules and the modifications of existing rules. Seek to build a network of peers, and when necessary, to build and work with existing coalitions of like-minded entities in support of policies that are beneficial to Talen.
- Communicate relevant information and important market and regulatory developments to Management, operations and the commercial team in an effective and timely fashion via the most efficient means possible (verbal, written).
- Support the regulatory needs associated with Talen development activities, including, but not limited to, identifying the applicable rules and assessing any potential impacts to the project, serving as a liaison to the RTO/ISO and completion of necessary filings and follow-up responses.
- Act as a resource for Talen’s operational and commercial teams to advise on RTO/ISO market rule interpretation, facilitate RTO/ISO communications and coordinate data responses to RTO or other regulatory bodies.
- Bachelor’s degree.
- Demonstrably strong communication and interpersonal skills.
- Sound business judgment and ability to analyze complex problems and provide recommendations to management on how to resolve the problem.
- Four to six years of regulatory experience in electricity and natural gas issues in national or regional arena.
- M.B.A., M.P.A., or J.D.
