About This Job

The Sr. Manager, Water Resources Protection will lead the Commission’s activities related to watershed protection, water supply and water resources reliability. The role provides technical support to maintain environmental regulatory compliance in operations and maintenance activities.



Essential Functions

Develops and leads implementation of a formal watershed/source water protection program at the Commission

Leads planning related to long-term raw water supply for the Commission, including coordination with regional water supplies and the Interstate Commission on the Potomac River Basin (ICPRB) Cooperative Water Supply Operations on the Potomac (CO-OP)

Leads activities related to Potomac River source water quality management, including representation and coordination with Potomac River Basin Drinking Water Source Protection Partnership (DWSPP)

Leads activities related to Patuxent Reservoir source water quality and quantity management, including coordination with the Patuxent Reservoirs Watershed Protection Group

Serves as primary liaison with the Patuxent River Commission and the Montgomery County Water Quality Advisory Committee

Provides technical leadership to ensure reliable raw water supply for the Commission by guiding and promoting water resource management and planning

Provides technical leadership on the environmental management program, including environmental compliance, environmental permitting, and regulatory matters

Provides technical leadership of the Commission’s pollution prevention efforts to address contaminated sites, chemicals of concerns, stormwater or potable water discharges and spill events associated with the Commission’s projects and facilities, transmission networks, and related maintenance and operations activities

Performs technical analysis of proposed Federal and state regulations and prepares comments and recommended responses to protect Commission interests; coordinates responses with national and local associations such as AWWA, AMWA and NACWA

Provides technical expertise for interactions with government and regulatory agencies

Provides technical expertise to regulatory inquiries and reviews

Identifies emerging environmental issues with potential for significant impact on the Commission; proposes technical responses for these issues, coordinates investigation, and manages any required technical oversight of the resolution of the issues

Establishes and tracks strategic and operational performance measures

Performs project management for special studies including developing the scope of work, negotiating contracts, reviewing and approving invoices, coordinating internal and external resources, and technical review and approval of the consultant’s work

Prepares reports and notifications including those as required by regulations

Leads a team of professional scientists and engineers, providing guidance, mentorship, and performance evaluation

Supervises employees including selecting or recommending selection, training, and development, assigning and evaluating work, counseling, and establishing and enforcing accountability.



Other Functions

Develops and implements strategies for knowledge retention

Develops and tracks budget

Works with internal stakeholders to scope, solicit, select, and manage professional and product service contracts to ensure requisite skills or services

Establishes, demonstrates, and enforces high standards for safety.

Drives a vehicle to conduct WSSC Water business

Provides expert advisory operational event response support, when needed

Identifies and organizes research with potential benefits to the Commission

Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, and participating in professional organizations

Supports the General Counsel in addressing environmental liability issues

Supports Communications Office to address inquiries and outreach related to environmental issues

Serves as Acting Director, when designated

Performs other related duties, as assigned

Required Knowledge, Skills, And Abilities

Proficiency in principles and practices in the fields of civil or environmental engineering or environmental science with focus on water quality

Comprehensive knowledge and understanding in the environmental science disciplines including, watershed protection, environmental management, environmental policy, laws and regulations, environmental impact assessments, and emerging issues

Thorough understanding of federal, state, and local laws and regulations governing water, air, and other environmental quality necessary to effectively represent WSSC Water’s interest in regulatory matters

Knowledge occupational hazards and the necessity for adherence to safety precautions

Ability to analyze complex technical problems, evaluate alternatives, and reach sound conclusions

Excellent human relations and communication skills, including listening, reading, verbal and written communication skills

Strong writing, analysis, and presentation skills

Ability to develop analytical summaries, graphical representations, tables and other presentation materials to support operational performance assessments

Ability to maintain a high degree of confidentiality, discretion, and professionalism

Ability to effectively plan and implement various management and support programs and initiatives

Skillful at facilitating an environment of trust, cooperation, and collaboration

Strong organizational, problem solving, decision-making and multi-tasking skills

Ability to plan, direct, and review, for quality control, work of professional engineers and scientists, and expert consultants for conventional studies and research efforts

Ability to manage external consultants and evaluate their performance against contracted requirements

Ability to communicate and work collaboratively with staff as well as internal and external stakeholders at all organizational levels in a fast-paced environment

Minimum Education, Experience Requirements

Bachelor’s degree in a discipline concentrating on geo-sciences, hydrology, water resources, environmental science, or similar

8+ years of progressive experience in the practice of scientific investigations in an area relevant to the posted function, or equivalent combination of education and experience

2+ years experience with planning and managing difficult environmental projects/ programs


3+ years’ supervisory experience (relevant leadership roles or substantial project/program work involving contractors may be considered as equivalent)
