The Sr. Manager, Process and Systems Engineering (Water/Wastewater Treatment) provides strategic leadership and oversight for engineering support across operational sections, including water treatment, distribution systems, wastewater conveyance, and resource recovery processes. This role evaluates the efficacy of all processes and systems; as well as develop and implement procedures and methods to optimize process and system performance.
Essential Functions
•Collaborates with Operations departments to implement optimization strategies
•Performs technical analysis of proposed federal and state regulations; prepares comments and recommended responses to protect Commission interests
•Coordinates responses with national and local associations such as AWWA, AMWA and NACWA
•Provides technical expertise for interactions with government and regulatory agencies
•Provides technical expertise to regulatory inquiries and reviews
•Identifies emerging environmental issues with potential for significant impact on the Commission; proposes technical responses to these issues; coordinates investigation and manages any required technical oversight for the resolution to the issues
•Establishes and tracks strategic and operational performance measures
•Performs project management for special studies including developing the scope of work, negotiating contracts, reviewing and approving invoices, coordinating internal and external resources, and technical review as well as approval of consultants’ work
•Prepares reports and notifications, including those required by regulations
•Recommends policies, procedures, methods, and practices to ensure the processes and systems meet or exceed Safe Drinking Water Act (SDWA), National Pollutant Discharge Elimination System (NPDES) permits, and other federal, state, or local regulatory/environmental requirements; ensures the safety, quality, and efficacy of processes and operations
•Develops strategies and conducts analyses to meet and optimize operational process and systems objectives, as well as compliance to environmental regulations and level of service
•Designs and implements innovative solutions to enhance water treatment processes, water distribution systems, wastewater conveyance systems, and water resource recovery processes
•Develops conceptual level designs for water and wastewater treatment systems
•Reviews and interprets design drawings, plans, and specifications for proposed changes in existing facilities and for construction of new processes and systems; evaluates designs for functionality, safety, operability, maintainability, cost-effectiveness, efficiency, and compliance with industry practices; performs detailed analysis to identify inadequacies, ambiguities, errors, and potential problems
•Supports water and wastewater process and systems technology evaluation and selection
•Collaborates with cross-functional teams to ensure the successful integration of new technologies
•Provides engineering support and guidance in troubleshooting complex process problems as needed to ensure the process, systems, and/or facility modifications enhance operations
•Analyzes technical and operational reports, including process and systems efficiency data; identifies causes of non-routine incidents; recommends process and systems control strategic plans and adjustments to variables that affect the quantity and quality of process effluent; identifies the impact of adjustments in one unit process on other unit processes and overall plant performance
•Identifies training needs to enhance process and systems efficiency and to integrate new technologies
•Manages quality control of consultant and in-house designs related to the environmental engineering and science disciplines
•Leads/supports the development of project plans with stakeholders for implementation of pilot and optimizing initiatives
•Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
Other Functions
•Develops and implements strategic plans for knowledge retention
•Develops and tracks budget
•Works with internal stakeholders to scope, solicit, select, and manage professional and product service contracts to ensure requisite skills or services are met
•Demonstrates, establishes, and enforces high safety standards
•Provides expert advisory operational event response when needed
•Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, and participating in professional organizations
•Supports Communications Office to address inquiries regarding environmental-related issues
•Identifies and organizes research for potential benefits to WSSC Water
•Supports the General Counsel in addressing environmental liability issues
•Serves as Acting Director when designated
•Drives a vehicle to conduct WSSC Water business
•Performs related duties as assigned

•Comprehensive knowledge and understanding of large-scale capital programs and construction projects
•Knowledge of process and systems control strategies or software programs for digital process control equipment
Minimum Education, Experience Requirements
•Bachelor’s degree in engineering
•8+ years experience related to operation of municipal water treatment processes, water distribution systems, wastewater conveyance systems, and wastewater treatment processes
•3+ years management experience that includes employee supervision (relevant leadership roles or substantial project/program work involving contractors may be considered as equivalent)
•2+ years experience in planning and directing complex environmental projects/programs
