Position Title: Senior Manager- Health Safety and Compliance
Position Summary: This position manages the transportation safety management and compliance processes and provides overall support and guidance for the Company’s Transportation Department. The Sr. Manager position is a hands-on, highly collaborative, dynamic role coordinating with the Executive Team and leadership at all transportation locations. Partners with Transportation Leadership to develop strategies focused on safety and compliance within the Transportation Department and optimizing safety implementation, management, and compliance in the marketplace. The Sr. Manager oversees systems and activities to maintain oversight of regulatory compliance status that meet or exceed Federal, State and local regulations; provides oversite of training and professional development for management and CMV operators; coordinates and manages risk management processes; oversees and conducts audits and inspections of transportation safety management processes; and monitors metrics and indices reflecting performance.
- Serves as a role model for safety leadership, steadfastly adhering to all Company policies.
- Works with HSE peer group within VoltaGrid to support multiple business units and maintain alignment between all business units with respect to policies, regulations, and organizational and safety culture.
- Works with transportation leaders to oversee all aspects of development, implementation, standardization, and management of DOT Trucking Compliance Programs, DOT Driver Qualification Files, DOT Drug/Alcohol Programs, . Ensure compliance with local, state, and federal laws and regulations regarding transportation safety, including, but not limited to, the following: auditing driver qualification files, , ensuring continued development and maintenance of robust training, retraining, and rehabilitation program for drivers, analyzing hours of service while ensuring compliance, making certain exceptions are addressed, assuring DOT drug/alcohol program is compliance with regulations, including the FMCSA Clearinghouse.
- Study pending and upcoming changes to Federal DOT and Federal, State, and Local Health and Safety regulations to ensure future compliance. Develop and communicate impact summaries of future regulatory changes to Management.
- Responsible for maintaining best practices within transportation personnel handbooks, manuals, policies, and procedures, including regular updating, distribution, and implementation
- Collaborates with company leaders and peers in all aspects of Safety, including recommending, drafting, and implementing Safety Policies and designing/evaluating/revising related Safety Programs approved by leadership.
- Conduct incident/accident investigations, root-cause analysis, follow-up, and closure of action items for all vehicle accidents and/or injuries.
- Train transportation field operation managers on how to conduct incident/accident investigations, root-cause analysis, follow-up, and closure of action items for all vehicle accidents and/or injuries.
- Oversee vehicle accident claims and work with legal staff to reduce losses from litigation.
- Analyzing accident data to identify and work with transportation leadership to address emerging trends and patterns proactively.
- Conduct internal DOT compliance audits.
- Review maintenance service records and telematics to identify trends in unsafe practices to eliminate accidents and injuries.
- Promote safe operating best practices by developing and maintaining reference materials and programs to train Drivers, including regular safety meetings to ensure compliance.
- Assists with People Operations, Maintenance, and Operations Departments as needed.
- Conduct audits to evaluate the effectiveness of systems and procedures, identifying and implementing when needed.
- Instills a safety culture that positively impacts safety metrics, results, and direction.
- Collaborates with Transportation and People Operations in supporting and implementing positive and progressive changes in the Company’s safety culture that align with other VoltaGrid business units.
- Represents the company in health, safety, environmental and compliance issues with customers, contractors, suppliers, and regulatory agencies, addressing all inquiries as required.
- Development of Transportation HSEQ policies and operational procedures that ensure the safe completion of tasks that align with other VoltaGrid business units.
- Develops and implement systems and processes that identify and minimize hazardous conditions and practices.
- Conduct Transportation HSEQ training courses using internal and external resources when required.
- Ensures processes are in place that promote timely and effective HSEQ communications.
- Ensures that monthly, quarterly, and annual HSE reports are completed in a timely and accurate.
- Manages all third-party HSE contractors, including contract review, selection, billing, and service quality.
- Act as subject matter expert and collaborates with transportation leadership for HSE DOT matters.
- Other duties as needed.
- Educational Qualifications: An associate degree in a field that supports the HSE function is strongly preferred.
- Skills, Training, and Experience Qualifications: Minimum of 7-10 years of progressive experience in the DOT Transportation HSE or Quality function with at least three years in a leadership capacity.
- Highly knowledgeable on applicable Quality, Health, Safety, and Environment regulations and best practices.
- Comprehensive knowledge of motor carrier safety laws, standards, and regulations.
- Practical knowledge of the competitive and operating practices, policies, organization, equipment, facilities, and record-keeping systems of motor carriers.

- Works in varied environments and geographical areas and, sometimes, in what may be considered harsh environments. Exposure to extreme temperatures, wind, and precipitation, in addition to working at heights and chemicals, may be experienced when working in the field or plant locations.
- Must be available seven days per week 24 hours a day when on duty and is required to be reachable by telephone whenever the need arises.
