Senior Plant Manager – Coyote Springs, Boardman, Oregon

In this key leadership role, you’ll oversee and direct operations and maintenance functions of Coyote Springs generation plant.

Coyote Springs is a combined-cycle co-generation plant in Boardman, Oregon which can produce a combination of about 542 MW of electricity as well as process steam. The plant is co-owned with Avista and operated by PGE.


Key Job Information Senior Manager, Plant 6628 Grade 10

Career Level: M3 Senior Managers provide leadership to managers and professional associates. They are accountable for the performance and results of multiple related teams. They develop departmental plans, including business, production and/or organizational priorities, and their decision-making is guided by department/district objectives.


Key Responsibilities:

Manage Plant Operations and Maintenance:

Manages a team of plant operation managers and staff responsible for ensuring that the plant operates safely, reliably and efficiently at optimal cost; provides plant technical oversight for the team, ensuring that objectives are met and all relevant standards/procedures are followed; ensures that operational and maintenance problems are identified and resolved; ensures that fleet and plant procedures and working practices are current and fit for the purpose; oversees the performance management lifecycle for the team and for individuals.

Manage plant performance to meet complex regulatory requirements and business demands; adapts operational strategy and tactics to meet changing market demands; manages the operational performance metrics; monitors operational performance; oversees development and implementation of strategies around employee engagement, safety and risk mitigation.

Safety Leadership:

Ensures fleet and plant procedures provide for safe and effective operation and maintenance, including, but not limited to, testing, startup and shutdown and operating equipment in emergency situations; continually promotes and enforces safety practices and ensures all staff are competent in their assigned roles and complete required training; oversees development of safety culture within organization; monitors safety data and trends; oversees root-cause analysis and implementation of mitigation strategies.

Manage Compliance:

Ensures fleet and plant procedures and practices comply with all applicable regulatory and environmental requirements and standards; oversees the adaptation of practices and procedures in response to actual or anticipated regulatory changes; establishes and maintains a compliance-based culture.

Manage Reliability and Emergency Preparedness:

Ensures fleet and plant practices and procedures support continuous safe and reliable operations, including the successful and timely completion of all outages; ensures emergency readiness by leading and/or participating in periodic staff training in carrying out the emergency preparedness plan for the plant; identifies changing business needs and develops responsive operational changes; develops overall risk mitigation approach for business continuity.

Contract Management and Co-owner Relations:

Directs the plant staff on the management of applicable contracts, vendors and service providers in alignment with strategic objectives and applicable policies, processes and regulations. Proactively communicates and collaborates with plant's co-owner, Avista.

Functional Leadership:

Exercises comprehensive functional and industry knowledge in specialized areas; identifies and resolves complex multidimensional business problems; exercises delegated authority over planning, direction and timely execution for a functional area or program; establishes and maintains contacts with management levels within and outside the company and at government agencies and with industry experts in accomplishing function or program objectives.

Financial Management:

Develops plans, policies and processes for the accounting, budgeting and, where applicable, charging of department resources and services, including the definition of cost models and charging models; sets, negotiates, approves and manages all financial budgets and targets, ensuring that there is adequate funding for department objectives and plans.

Resourcing:

Manages workforce planning and resource strategy, ensuring that there is adequate skilled resource to meet planned service delivery or department objectives; ensures integration with strategic human resource plans; responsible for recruitment, development and demand forecasts for multiple departments.

Professional Development:

Determines organizational development needs in line with business needs and strategic direction of departments; generates development strategies to achieve required change; monitors progress and evaluates business benefits achieved.

Education/Experience/Certifications:

Education: Requires a bachelor’s degree in business, engineering or other related field or equivalent experience. An engineering degree is a preferred qualification. Experience: Typically 12 or more years in progressively responsible plant operations, maintenance, engineering, and related support activities, including five years of supervisory experience preferred.

Advanced knowledge of plant mechanical, electrical and control systems, and equipment

Advanced knowledge of labor relations, including retained management rights and applicable union contracts and local work rules
Intermediate knowledge of accounting principles and company financial reports
Intermediate knowledge of contract administration and managing relationships with construction contractors
Intermediate skills in computer systems, including Microsoft Office
Working ability to read and interpret construction and design drawings and documents

Physical Capabilities:* This position requires a valid driver's license and a history of safe driving practices.

Daily driving/travel/commuting within service territory
Occasional overnight travel inside/outside the service territory
Computer use (use computer regularly for entire work shift)
Lifting/pushing/pulling/carrying: Up to 10 lbs.
Unstable surfaces requiring balancing, including, but not limited to:
Elevated areas (i.e., catwalks, roofs and high buildings)
Confined spaces
Walking distances and surfaces (long distances and over rough, uneven, or rocky surfaces)
Stairs (over 10 steps)
Ladders (over 10 rungs)

Compensation Range:

$143,780.00 - $267,020.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
