Senior Plant Manager – Coyote Springs, Boardman, Oregon
In this key leadership role, you’ll oversee and direct operations and maintenance functions of Coyote Springs generation plant.
Coyote Springs is a combined-cycle co-generation plant in Boardman, Oregon which can produce a combination of about 542 MW of electricity as well as process steam. The plant is co-owned with Avista and operated by PGE.

Career Level: M3 Senior Managers provide leadership to managers and professional associates. They are accountable for the performance and results of multiple related teams. They develop departmental plans, including business, production and/or organizational priorities, and their decision-making is guided by department/district objectives.
Manages a team of plant operation managers and staff responsible for ensuring that the plant operates safely, reliably and efficiently at optimal cost; provides plant technical oversight for the team, ensuring that objectives are met and all relevant standards/procedures are followed; ensures that operational and maintenance problems are identified and resolved; ensures that fleet and plant procedures and working practices are current and fit for the purpose; oversees the performance management lifecycle for the team and for individuals.
Manage plant performance to meet complex regulatory requirements and business demands; adapts operational strategy and tactics to meet changing market demands; manages the operational performance metrics; monitors operational performance; oversees development and implementation of strategies around employee engagement, safety and risk mitigation.
Ensures fleet and plant procedures provide for safe and effective operation and maintenance, including, but not limited to, testing, startup and shutdown and operating equipment in emergency situations; continually promotes and enforces safety practices and ensures all staff are competent in their assigned roles and complete required training; oversees development of safety culture within organization; monitors safety data and trends; oversees root-cause analysis and implementation of mitigation strategies.
Ensures fleet and plant procedures and practices comply with all applicable regulatory and environmental requirements and standards; oversees the adaptation of practices and procedures in response to actual or anticipated regulatory changes; establishes and maintains a compliance-based culture.
Ensures fleet and plant practices and procedures support continuous safe and reliable operations, including the successful and timely completion of all outages; ensures emergency readiness by leading and/or participating in periodic staff training in carrying out the emergency preparedness plan for the plant; identifies changing business needs and develops responsive operational changes; develops overall risk mitigation approach for business continuity.
Directs the plant staff on the management of applicable contracts, vendors and service providers in alignment with strategic objectives and applicable policies, processes and regulations. Proactively communicates and collaborates with plant's co-owner, Avista.
Exercises comprehensive functional and industry knowledge in specialized areas; identifies and resolves complex multidimensional business problems; exercises delegated authority over planning, direction and timely execution for a functional area or program; establishes and maintains contacts with management levels within and outside the company and at government agencies and with industry experts in accomplishing function or program objectives.
Develops plans, policies and processes for the accounting, budgeting and, where applicable, charging of department resources and services, including the definition of cost models and charging models; sets, negotiates, approves and manages all financial budgets and targets, ensuring that there is adequate funding for department objectives and plans.
Manages workforce planning and resource strategy, ensuring that there is adequate skilled resource to meet planned service delivery or department objectives; ensures integration with strategic human resource plans; responsible for recruitment, development and demand forecasts for multiple departments.

Education: Requires a bachelor’s degree in business, engineering or other related field or equivalent experience. An engineering degree is a preferred qualification.
Experience: Typically 12 or more years in progressively responsible plant operations, maintenance, engineering, and related support activities, including five years of supervisory experience preferred.

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity.
