JOB SUMMARY: PG H108
Reports to Facilities Maintenance Manager. Performs skilled work of average to considerable difficulty in the accomplishment of a variety of mechanical maintenance and construction assignments. Individuals in this position may be specialized in either Locksmith or HVAC duties. As a Senior Facilities Maintenance Technician, may be responsible for orienting, training, assigning and evaluating work assignments.
Locksmith: The Locksmith maintains the master key system for the Utility and installs and maintains locking devices and systems. Must have demonstrated proficiency and knowledge in the maintenance of the entire master key system for ECUA's facilities, plants and water wells. Responsible for the installation, maintenance, and repair of locking devices and systems including cylinder, tumbler, electronic magnetic, and push-button combination locks, panic exit devices, and electronic access control systems.
HVAC: This individual must have a strong working knowledge of CPC (Computer Process Controls), BCU (Building Control Units), and other high level HVAC-R (Heating, Ventilation, Air Conditioning and Refrigeration) equipment.
Completion of assigned work requires the employee to possess considerable knowledge of and the skills and ability in HVAC maintenance and preventative maintenance procedures. A good working knowledge of other mechanical and electrical trades and the techniques, methods and procedures involved with those trades. Reports to the Facilities Maintenance Manager and works with the Facilities Maintenance Department to provide support for the Utility's buildings, multiple facilities including plants and lift station HVAC systems. As a Senior Facilities Maintenance Technician, may be responsible for orienting, training, assigning and evaluating work assignments.
ESSENTIAL FUNCTIONS:Receives work orders/requests and reviews to determine tool, equipment, time, man-power, parts and supplies requirements, and schedules its accomplishment.
Inspects buildings, HVAC equipment and systems to identify needed repairs; tests machinery, equipment and parts for proper operations.
Performs skilled repair functions such as electrical and mechanical repairs, plumbing, painting, etc.
Performs general maintenance tasks necessary to maintain machinery, equipment and tools in operable condition (such as inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, changing filters, washing/cleaning equipment, cleaning work areas, etc.); monitors equipment operations to maintain efficiency and safety; reports faulty equipment.
Observes equipment or machinery while in operation to detect malfunctions.
Disassembles mechanical equipment, identifies faulty/worn parts, replaces, reassembles, and test.
Tests major subsystems or components to localize problem using specialized equipment.
Performs preventive maintenance on various mechanical systems and equipment.
Communicates via telephone and/or two-way radio; provides information; takes and relays messages; responds to requests for service.
Communicates with supervisor, employees, ECUA departments, contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains inventory of department equipment, tools and supplies; initiates requests for new or replacement materials.
Operates a motor vehicle for use in conducting work activities.
Installs, repairs and maintains commercial lockable hardware for doors, automatic electric doors, lockers, cabinets, etc. Installs and/or modifies hardware for locks.
Designs and maintains master key system with direction from supervision.
Performs various carpentry work such as the construction of cabinets, the erection of frame walls and floors, and the hanging of doors, etc.
Demonstrates sensitivity to and respect for a diverse customer base.
Maintains cooperative working relationships with other technicians, supervision and customers.
Responds to routine and emergency calls for repairs and service. Includes occasional after houors and weekend work.
Operates a variety of equipment and machines, including key duplicating equipment, and various hand or power tools, including, but not limited to a drill press, lathe, grinder or code machine.
Performs monthly inspections/ repairs and prepares required reports.
Monitoring and reviewing contractor/service/work orders while on site and disposing of contractor replaced parts left on site.
Performs various manual work functions associated with building/equipment maintenance (which may include repairing roof leaks, replacing ceiling tiles, changing light bulbs and ballasts, cleaning condenser coils, clearing clogged plumbing lines, installing plumbing fixtures, repairing plumbing leaks, wrapping/insulating pipes, repairing/replacing locks/hardware, running cables/wires, replacing electrical receptacles, testing electrical components, lifting/moving heavy materials, digging holes, shoveling materials, etc.)
Installs new equipment/appliances including running any electrical, water, or drain lines required.
Ability to work an on-call schedule.
Minimum QualificationsHigh school diploma or equivalent. Advanced technical or vocational training in the specialty area is preferred. (Educational documentation will be requested upon offer of employment.) Completion of a recognized locksmith apprenticeship program; OR an equivalent combination of education and experience.
One year of experience performing a variety of mechanical maintenance work and four years of progressively responsible experience performing specialized maintenance work under the instruction/direction of a skilled/journey-level person.
Experience working with electrified mortise locks is preferred.
Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Completion and certification of an accredited program by Associated Locksmiths of America (ALOA)
Five years of commercial refrigeration and HVAC experience. Strong mechanical, plumbing and electrical aptitude up to and including 480V A/C; Strong background in HVAC-R control systems troubleshooting.
Excellent analytical, organizational and problem solving skills; Self-starter with the ability to work independently and prioritize work schedule based on work guidelines as provided while performing a variety of /mechanical maintenance work.

Licenses and Certifications:Possession of valid driver license.
Required to have an EPA Refrigerant Certification - A&B or Universal.
Certified Air Conditioning Contractor's license is desired.
Physical Requirements/Working EnvironmentWhile performing the essential functions of this job the employee is regularly required to stand and walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and is occasionally required to lift and/or move up to 100 pounds.
While performing the essential functions of this job the employee is frequently exposed to outdoor weather conditions, work near moving mechanical parts, work in high precarious places, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, or vibrating machinery and equipment.
The incumbent's working conditions are typically moderately quiet, but may be loud for limited durations while working with power tools or near operating machinery and equipment following all prescribed safety rules and regulations.
As a disaster team member, the employee is required to be available to work before, during, and after any disaster as directed.
