Under direction, performs professional technical work supporting the secure, compliant, and reliable operation of the SCADA (Supervisory Control and Data Acquisition) network infrastructure. Responsibilities include installation, configuration, support, cybersecurity administration, and ongoing maintenance of SCADA network systems. The position ensures adherence to NERC CIP standards, incorporates cybersecurity best practices, and enables operational continuity through effective collaboration across IT, OT, and compliance teams.
SCADA Network Administrator Apprentice
Assists with SCADA network hardware installation, diagnostics, and baseline documentation. Participates in configuration change processes and procedural documentation. Assists with monitoring network activity. Supports policy and mitigation planning in collaboration with BPUB departments. Complete other job duties as assigned.
SCADA Network Administrator
May lead teams and/or departmental personnel in the implementation of changes to policy and procedure, internal controls, and mitigating action plans. Complies with all NERC CIP standard internal controls for the network environment that includes patching, password management, configuration backups, and policy changes due to critical vulnerabilities. Coordinates all communication activities with Internet Service Providers (ISPs), and Inter-Control Center Communications Protocol (ICCP) to Sendero, Tenaska, and ERCOT. Partners with cybersecurity staff for threat hunting and ongoing risk analysis.
Senior SCADA Network Administrator (in addition to duties listed above)
Provides guidance and training to entry level staff. Leads audits and vulnerability assessments in accordance with NERC CIP, NIST 800-82, and ISA/IEC 62443. Evaluates, installs, tests, and implements cyber solutions that address cybersecurity needs identified by routine assessments and recommendations by internal or third-party consultants. Responds to and documents incidents using network system logs, IDS/IPS events, dashboards, and SIEM data.
Lead SCADA Network Administrator (in addition to duties listed above) Coordinates the work assignments for less experienced departmental staff. Serves as a SME and may be required to lead cross-functional teams. Leads SCADA network strategy and lifecycle planning that includes maturity assessments and compliance roadmap improvements in collaboration with SCADA cybersecurity teams. Develops and maintains diagrams and technical standards for SCADA architecture. Reports metrics on patching, response time, access anomalies, and network reliability.
SCADA/ICS systems: (HMI, EMS, DCS, OMS – AspenTech OSI Monarch SCADA & Rockwell Automation preferred). ICS Communication Protocols: Modbus, DNP3, MQTT, ICCP, Profibus, EtherNet IP, OPC. OS and Directory Services: UNIX, Linux, Windows, Active Directory, DHCP, DNS. Network technologies: Fortinet, Cisco (switches, routers, firewalls). Network protocols: (LAN/WAN, TCP/IP, FTP, TELNET, Ethernet). Security tools: Vulnerability scanners, IDS/IPS, SIEMs (SolarWinds, Splunk), EDR/XDR (Fortinet). Compliance Cybersecurity Frameworks: NERC CIP, NIST 800-82, C2M2, ISA/IEC 62443. Conducting cybersecurity assessments and audits. Using SIEM and vulnerability scanning tools. Writing SOPs, Visio network diagrams, and compliance documentation. Working with change management systems (Solar Winds Help Desk). Analyze complex data, detect trends and anomalies. Communicate effectively with technical and non-technical staff. Respond to incidents and adapt to evolving cyber threats. Perform under pressure during operational issues or regulatory deadlines.
Bachelor’s Degree from an accredited four-year college or university with major course work in Cybersecurity/Computer Science/Information Technology (IT) or related field. Experience in working in an Operational Technology (OT) field or related is preferred. An equivalent combination of appropriate education, relevant experience, and industry certifications may substitute for the minimum qualifications.
SCADA Network Administrator (in addition to the qualifications listed above)
Three (3) years of progressively responsible experience in an IT related field is required.
Senior SCADA Network Administrator (in addition to the qualifications listed above)
One (1) additional year of advanced technical or audit-focused network administration experience is required.
Lead SCADA Network Administrator (in addition to all qualifications listed above)
One (1) additional year in a technically responsible senior or leadership role is required.
Requires a valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
The following are required certifications per job title. Equivalent certifications from other certification organizations will be considered. If a candidate holds a higher certification, the lower certifications are not required.
Must obtain a CompTIA Network+ or Fortinet Certified Fundamentals Certification within one (1) year of appointment
A CompTIA Security+ or Fortinet Certified Associate Certification is required.
A Cisco CCNA or Fortinet Certified Professional (FCP) Network Security Certification is required.
Requires at least one of the following cybersecurity certifications:
Cisco CCNP or Fortinet Certified Solutions Specialist (FCSS) Network Security
Requires at least one of the following ICS/SCADA specialized certifications:
SANS ICS/SCADA Security Essentials (Certification: GICSP) or Fortinet Certified Solutions Specialist (FCSS) OT Security
