The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas drilling and production, seeks a Program Specialist VI for the Director’s Office of the Oil and Gas Division. Performs highly advanced (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing major agency program(s) and providing consultative services and technical assistance to program and agency staff. Serves as division lead for conference planning and management; budget development and management, and human resources coordination. May serve as a lead worker providing direction to others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
- Plans, prioritizes, and performs of a variety of technical, training, research, planning, policy, program assessment, and administrative activities for assigned program(s) including overseeing the delivery of services; provides high-level technical assistance for a program; and creates efficiencies where opportunities occur.
- Coordinates the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.
- Completes and monitors required administrative and performance reports, studies, and specialized projects; and recommends appropriate changes to programs.
- Ensures compliance with program policies and procedures, statutes, and rules; and takes corrective action(s) as needed.
- Provides high-level advice and counsel by interpreting policies, procedures, rules, regulations, and standards related to the program.
- Performs and/or oversees studies and analyses of operations and problems and the preparation of reports of findings and recommendations.
- Prepares and evaluates program budget requests.
- Assists management with developing program policies, procedures, standards, and manuals; and planning program activities in accordance with program objective and goals.
- Assists management with developing and implementing effective techniques for evaluating agency programs, identifying the need for new programs, and providing guidance to staff in the development and integration of new methods and procedures.
- May serve as the lead on implementation and ongoing management of complex program initiatives.
- May coordinate and implement risk and compliance activities.
- May serve as a lead worker providing direction to others.
- Performs related work as assigned.
- This position may require some travel.
- Graduation from an accredited four-year college or university with major coursework in Human Resources, Public or Business Administration or a related field.
- Three to five years' experience in office management, business administration, human resource administration, budget preparation work and/or executive support experience.
- Experience and education may substitute for each other on a year-for-year basis.
- Ability to work Monday-Friday, 8:00 AM-5:00 PM with occasional flexible hours, weekends.
- Five or more years related professional experience in the management and direction of administrative office operations
- Experience in budget development and management.
- Experience in event planning and management.
- Experience in human resources coordination.
- Experience or training and applicable use in the Centralized Accounting and Payroll/Personnel System (CAPPS).
- Experience with the administrative structure and functions of the Railroad Commission of Texas.
- Knowledge of local, state, and federal laws related to the program area; public administration and management techniques; statistical analysis processes; budget processes; research techniques; training and marketing techniques; and program management processes and techniques.
- Skill in identifying measures or indicators of program performance and the use of a computer and applicable software.
- Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to prepare reports; to develop, evaluate, and interpret policies and procedures; to communicate effectively; and to serve as a lead worker providing direction to others.
- Proficient with Microsoft Office Suite, general administrative applications and software, and usage of standard office equipment.
- Ability to take initiative and work independently.
- Ability to work effectively on a team and to address interpersonal issues/concerns in a professional manner.
- Ability to respond to high pressure situations and meet changing demands and timelines.
- Excellent organizational, communication, and writing skills.
- Outstanding attention to detail.
- Ability to work Monday-Friday, 8:00 AM-5:00 PM with occasional flexible hours, weekends.
Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. Alternate work schedules may be discussed with the hiring manager during the interview process.
