The Railroad Commission of Texas is seeking a Communications Specialist to help manage internal and external agency communications. The ideal candidate is passionate about developing, designing and producing content and materials that engage various stakeholders and support the organization’s goals. This role will also serve as the backup Web Administrator, supporting website maintenance, updates and troubleshooting when needed.
- Manage internal and external communications campaigns.
- Produce a range of internal and external print collateral, including fact sheets, newsletters, brochures and one-pagers.
- Draft and/or edit internal and external content, including internal emails, external notifications, talking points, newsletter content, press releases, scripts and advisories.
- Help manage the organization’s internal and external websites.
- Serve as back-up web site administrator, responsible for developing and maintaining web site content and content strategies. May occasionally manage web design and development projects.
- Work with key organizational stakeholders to ensure all internal and external communication is accurate, clear, consistent, and aligned with the RRC’s goals and values.
- Assist with crisis communications, ensuring internal and external stakeholders are informed and up-to-date.
- Develop surveys for staff and external stakeholders on various topics, assist with data collection and follow-up.
- Plan, organize, execute and promote webinars, including managing the webinar platform, speakers and audience engagement.
- Assist with podcast production, as needed.
- Assist with media relations, as needed.
- Perform related work as assigned.

- Bachelor’s degree from an accredited four-year college or university.
- 3 or more years of experience in communications or a related field.
- Experience with website content management systems (e.g., Umbraco, WordPress, Drupal, Joomla, or similar).
- Experience writing for different formats: social media, blogs, press releases, newsletters, and/or web content.

- Master’s degree or graduate-level coursework in Communications, Digital Media or Web Technologies.
- Proficiency in Adobe Creative Suite (Photoshop, InDesign, Illustrator, Dreamweaver) and visual content tools (Canva, Piktochart).
- Experience with Associated Press (AP) writing style.
- Knowledge of agency functions, policies, and procedures; news and communication media; various social media. platforms; editing and preparing informational material; and publishing and broadcast industries.
- Skill in editorial and design practices, and in the use of a computer and applicable software.
- Ability to research and prepare information.
- Exceptional attention to detail and the ability to manage multiple projects simultaneously.Strong analytical and problem-solving abilities.

- Skilled in Adobe Creative Suite, Constant Contact, Survey Monkey, Alchemer (SurveyGizmo), Excel and Microsoft Office.
Work Hours:Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. Alternate work schedules may be discussed with the hiring manager during the interview process.
