To view benefits available to all State of Texas employees visit the Employee Retirement Systems website at https://ers.texas.gov/benefits-at-a-glance.Job DescriptionThe Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas, is seeking a Field Inspector to perform technical field inspections in oilfield operations in the Wichita Falls District Office, Field Operations Section of the Oil and Gas Division. Responsibilities include conducting surveys, making inspections, investigating complaints, and collecting and analyzing engineering and geological data. This position offers the opportunity to learn up-to-date oil and gas operations and procedures, regulatory requirements, drilling, production, and transportation of crude oil. This role will also enhance skills in identifying drilling, well completion and well production equipment, including down-hole well production equipment, the associated usage, and removal procedures. Work is performed under the general supervision of the Lead Inspector, Technical Staff, and/or the Assistant District Director.Essential Job Dutiesand#8226;Observe drilling operations and conduct drilling rig inspections for compliance with statewide rules.and#8226;Inspect well plugging and witness surface casing cementing to ensure protection of the Stateand#8217;s usable quality water.and#8226;Document mechanical integrity tests associated with injection and disposal wells to ensure compliance with permit restrictions.and#8226;Inspect commercial recycling and surface waste facilities to ensure compliance with permit specifications.and#8226;Conduct general lease inspections to ensure overall compliance with statewide rules.and#8226;Perform and analyze fluid level tests on wells to ensure protection of the Stateand#8217;s usable quality water.and#8226;Gauge storage at the lease battery to determine the amounts of oil, condensate and produced water on location.and#8226;Utilize gauge lines, color cut, and other testing equipment (i.e., chloride test kit) for titration of fluids.and#8226;Investigate well complaints, document findings, and submit detailed reporting forms.and#8226;Collect and correlate engineering and geological data.and#8226;Excavate and collect soil samples to a depth of 30 inches or more to locate lines.and#8226;Respond to emergency hydrogen sulfide (H2S) situations, make inspections, and report findings to District Office management, which may result in an activation of an Emergency Response Plan.and#8226;Compose and submit reports and documentation in the prescribed timeline using Oracle and/or Microsoft Office software including Word, Excel, and Outlook.and#8226;Communicate technical information to industry employees and the public.and#8226;Walk up to two miles, in various weather conditions, to complete inspections.and#8226;Perform related essential tasks, as assigned, to maintain workflow.and#8226;May occasionally have to work nights, weekends. or holidays.For Military Crosswalk information please visit:Military Crosswalk for Occupational Category - Engineering and Design (texas.gov)

Qualifications: Minimum Qualificationsand#8226;High school diploma/GED.and#8226;Four years of experience in engineering or the oil gas industry.and#8226;Experience and education may be substituted, on a year-for-year basis.and#8226;Applicant will be required to live or be willing to relocate to Jack or Archer County, Texas.Preferred Qualificationsand#8226;Experience in engineering or oil gas industry.and#8226;B.S. in Engineering, geology, or other scientific degree from an accredited four-year college or university ORand#8226;Associate's Degree or technical certification from accredited technical institute/college.Knowledge, Skills, and Abilitiesand#8226;Demonstrated understanding and ability to apply geological concepts, techniques, theories, and principles.and#8226;Demonstrated organizational, communication, and writing skills.and#8226;Demonstrated skill in handling and use of oilfield tools, technical equipment, and protective gear.and#8226;Skill in using computers, Microsoft Office, other Windows-based software, and database applications.and#8226;Skill in maintaining a high level of accuracy and attention to detail.and#8226;Possess a valid Texas Driverand#8217;s License and good driving record.and#8226;Ability to maintain professional appearance and demeanor when investigating complaints.and#8226;Ability to drive and perform basic maintenance and tire changes on pickup truck.and#8226;Ability to walk up to two miles in varying weather conditions, as required, to perform inspection work.and#8226;Ability to discern colors.and#8226;Ability to operate, lift, and carry oilfield or safety equipment.and#8226;Ability to climb ladders to heights of 16 feet.and#8226;Ability to lift, carry, and move an average of 20-30 lbs. to perform daily duties.and#8226;Ability to work independently for long periods of time while meeting workload demands.Work Hours and Telework:Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agencyand#8217;s approved Telework Plan.
