The Role

We are looking for a dedicated and dynamic individual to join our team as a Regulatory Analyst. Reporting to the Director, Regulatory Affairs, Supply Chain & Capital Planning, this position plays a key role in supporting Burlington Hydro’s regulatory compliance and reporting functions by ensuring accurate and timely submissions to the Ontario Energy Board (OEB) and Independent Electricity System Operator (IESO), analyzing regulatory requirements, and collaborating with internal teams to align operations with evolving industry standards and the company’s energy transition and modernization initiatives.

This is an on-site position located at 1340 Brant Street, Burlington. Burlington Hydro offers eligible employees the flexibility to work remotely one (1) day per week as part of our Hybrid Work from Home Program.

What You Will Do

- Assist in the preparation of regulatory filings, reports, and submissions to the OEB, IESO, and other governing agencies

- Collect, analyze, and validate financial, operational, and statistical data to support rate applications, interrogatories, and other regulatory requirements

- Monitor changes in regulatory codes, rules, and legislation, assessing their impact on Burlington Hydro’s operations and compliance obligations

- Support the development of internal processes and documentation to ensure ongoing regulatory compliance and readiness for audits or applications

- Coordinate data gathering, inputs and record-keeping across multiple departments in support of regulatory reporting and applications

- Assist in preparing materials for regulatory applications, stakeholder consultations, and industry working groups

- Develop and maintain regulatory databases, trackers, and supporting documentation

- Collaborate with internal departments (Finance, Engineering, Operations, Billing and Customer Service) to align regulatory requirements with business objectives

- Prepare analysis, briefing notes, and recommendations for management based on emerging regulatory developments

- Participate in initiatives related to grid modernization, energy transition, and sustainability that require regulatory reporting or compliance alignment

- Work in compliance with all safe work practices, technical specifications, standards, and rules/regulations as set out by the Company, the OEB, IESO, and other applicable authorities

- Support the delivery of conservation programs through the IESO’s electricity Demand Side Management (eDSM) framework

- All other duties as assigned

What We Are Looking For

- Post-secondary degree or diploma in Accounting, Economics, Finance, Business, or a related field

- Minimum three (3) years of experience in a rate-regulated industry or similar analytical role

- Experience with regulatory filings, compliance reporting, or accounting in the Ontario electricity sector preferred

- Knowledge of OEB regulatory processes, rate applications, codes (e.g. Distribution System Code, Accounting Procedures Handbook) and reporting requirements is considered an asset

What You’ll Need to Be Successful

- Strong analytical and problem-solving skills with the ability to interpret complex data and legislation

- Proficiency in MS Office applications (Excel, Word, PowerPoint) and strong data management skills

- Excellent written and verbal communication skills, including the ability to prepare technical and regulatory reports

- Strong attention to detail, organization, and time management to meet tight deadlines

- Ability to work collaboratively across departments and communicate with technical and non-technical stakeholders

- Knowledge of IFRS and familiarity with financial reporting principles
