Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets.

The Regional Land Representative role focuses on establishing and maintaining positive relationships with property owners, agricultural producers, land users, and other parties along Trans Mountain’s operations in the Lower Mainland. The responsibilities will be centered around agricultural land management, soil conservation, and crop‑related considerations associated with pipeline construction, maintenance, and operations.

The role includes the negotiation and resolution of land and right‑of‑way issues, landowner concerns, and claims, as well as providing real property services related to the acquisition, development, and disposal of land interests for pipeline operations. This work is grounded in an understanding of agricultural land use, soil conservation, and crop‑related impacts to ensure the long‑term productivity of farmland affected by construction and maintenance activities.

region covering a territory ranging from

Abbotsford to Merritt, BC

.

Key Responsibilities

- Build and maintain strong working relationships with property owners, agricultural landowners, producers, and land users.

- Collaborate with leaders to formulate solutions for landowner and land user challenges, concerns, and issues.

- Arranges access onto lands, negotiates, and settle land files (claims, concerns, issues, conflicts, information on respective contractual or statutory rights, and damage prevention issues).

- Monitor land‑use changes, such as zoning and planning developments, across the region.

- Communicates, responds to, and anticipates stakeholder concerns, needs, and requests, while maintaining Trans Mountains’ commitments to stakeholders’ milestones and objectives.

- Provides correspondence to stakeholders as necessary for managing the varied land interests held by Trans Mountain, including correspondence with government authorities.

- Directly engages and communicates with landowners and land users regarding project information, damage prevention, or public awareness files and supports the delivery of landowner packages, new landowner engagement procedures, and unauthorized activity documentation.

- Provides advisory services regarding land use to internal and external parties, as well as delivers new land permanent land rights or temporary rights to use land in support of non-routine projects.

- Establishes and maintains lines of communication with field operation staff and external parties such as landowners and government authorities to ensure an effective transfer of knowledge between all stakeholders.

- Investigates information on tenures to both internal and external parties which may result in undertaking other communications as necessary.

- Conduct field assessments related to soil disturbance, compaction, erosion, drainage changes, and land restoration needs.

- Monitor land use (including Agricultural Land Reserve requirements), identify potential incompatibilities, and support mitigation strategies. Provide advisory services on agricultural land use, mitigation measures, and best practices for construction and operations on farmland.

- Support post-construction land restoration and long-term land productivity objectives.

- Monitoring land use (zoning, planning, etc.) identifying risks, and mitigating encroachments, incompatible land use, and class change triggers.


Qualifications And Professional Experience

- University-level degree (Bachelor of Arts, Commerce, Agriculture, Agrology, Soil Science, Environmental Science, or a related field), OR Diploma in Urban Land Economics (BC), OR Land Agent License (Alberta), OR a minimum of 10 years of equivalent industry experience.

- Valid provincial driver’s license.

- Proven ability to assess claims and manage conflict situations while maintaining positive relationships.

- Collaborative team player with experience working in multi-disciplinary project environments.

- Demonstrated ability to make sound decisions and work efficiently under pressure, with strong time management and problem-solving skills.

- Strong interpersonal and communication skills, with the ability to work effectively with diverse stakeholders.

- Skilled in analyzing complex issues and implementing practical, well-reasoned solutions.

- Highly organized, detail-oriented, and capable of managing multiple priorities / projects demands within tight deadlines.

- Proficient in Microsoft Office applications and land/project management databases

- Knowledge of the Canada Energy Regulator (CER) Act, agricultural land regulations, and BC Agricultural Land Reserve (ALR) policies is preferred.

- Familiarity with Indigenous lands, Crown lands, and municipal regulatory frameworks is preferred.

- Familiarity with land use planning, zoning, and regulatory permitting in British Columbia is preferred.

- Experience with agricultural impact mitigation during infrastructure projects is preferred.


Other Requirements And Information

- Will need to provide support outside of regular business hours and/or on the weekend.

- This is a Field position, travel to work sites is required on a regular basis; some overnight stay is also required (5-10%).
