Under limited supervision, this position serves as a liaison with construction contractors to maximize activities, time, manpower, budget and equipment required for constructing and maintaining power and broadband distribution systems.
1. Position involves a combination of indoor and outdoor activities. Outdoor activities include exposure to various weather conditions including heat, high humidity, cold, wind, fog, rain, lightning, hail, sleet, snow, and ice for extended periods of time.
2. Observes safety rules and practices and recommends to fellow workers the use and practice of the same.

4. Performs frequent field inspections of work-in-progress and makes “As Built” changes in the field. This includes both overhead and underground inspections.
5. Performs completion inspections to ensure that jobs are done to BEC specifications and codes, as well as to Federal, State and other applicable laws, rules and regulations. This includes both overhead and underground inspections.
6. Must possess the ability to read staking sheets accurately. New hires must learn to read and work from staking sheets accurately within the first ninety (90) days of employment.
8. Completes and signs all necessary documents (such as Vehicle Inspection Reports, Daily Timesheets, Driver’s Time Records, drawings, sketched, staking sheets, etc.) carefully and legibly and submits those reports to the proper individuals for recordkeeping purposes.
9. Documents observed substandard construction or defects on the system. Must consult with Supervisor for Corrective Action guidance.
10. Accurately reads and interprets maps, circuit diagrams, map scales, and map legends.
11. Inspects open trenches and verifies proper road crossings in subdivisions verifying that the installation points are correctly located for both power and broadband systems.
12. Conducts Right-of-Way clearing inspections for compliance and accuracy.
13. Must be familiar with and possess a working knowledge of contracts and invoice billing for contractors.
14. Inspects and maintains all vehicles, tools and equipment in accordance with BEC policies and procedures.
15. Possesses working knowledge of Electric Utility Construction Specifications, NEC, NESC, federal, state, and local codes and regulations.
16. Must possess a working knowledge of construction and maintenance of overhead and underground lines, tools and related equipment.
17. Possesses strong organizational skills with the ability to organize workload, establish priorities and meet established deadlines.
18. Possesses strong interpersonal skills, with the ability to establish and maintain effective professional working relationships.
19. Proficient in the use of computers and Microsoft Office applications.
20. Ability to effectively work independently or as a part of a team, as needed.
21. Ability to effectively and professionally communicate both verbally and in writing.
22. Ability to maintain professionalism and composure in extremely stressful and sensitive situations.
23. Ability to read, analyze, comprehend, and interpret general business and technical procedures, periodicals, regulations, etc.
24. Complies with all BEC policies and procedures, safety rules, NEC, NESC, and federal, state, and local regulations and codes.
25. Possesses working knowledge of surveying and designing routine overhead and underground lines, taking into account voltage drops, electric and strain loading, clearances, codes, regulations, policies, easements, impact on property-owners, economic viability and reliability.
26. Accurately and legibly completes all documentation in accordance with BEC policies and procedures.
27. Operates all BEC equipment in accordance with BEC policies and procedures, safety rules, manufacturer guidelines and regulations and/or codes.
28. Handles and resolves member complaints caused by contract crews.
29. Ensures that the Operations Supervisor stays informed of all work progress schedules and outages.
30. Coordinates with Contractor Foreman to ensure job completion according to BEC’s policies and applicable laws.
Organizational vehicles, two-way radios, transit, GPS, range-finder, computer, printer, copier, fax machine, multi-functional phone system, shredder, typewriter.
1. Maintains good working relations with co-workers, BEC members and the general public.
2. Represents BEC by attending schools/seminars/meetings for improvement of job knowledge and skills, when requested.
3. Continually explores new ideas to enhance job performance, efficiency, productivity, and work relations. Communicates the ideas to the Operations Supervisor.
4. Performs other duties as may be assigned by Operations Supervisor, Chief Operations Officer or designee.
5. Storm Restoration Assistance – Assists Operations Department in restoration activities, when appropriate. This assistance, pairing of personnel and assigned activities are coordinated through the Chief Operations Officer, Operations Supervisor and/or assigned Operations personnel and will continue until such personnel determines that Storm Restoration Assistance is no longer needed.
Assignments are performed in pairs with another assigned person as determined by the Chief Operations Officer, Operations Supervisor and/or assigned Operations personnel. All current BEC safety practices and procedures are followed, and proper personal protective equipment is used. Possible assignments during this time will be limited and may include the following:
· Patrolling and conducting Damage Assessment of BEC system and affected locations
· Must obtain and maintain knowledge of Cooperative’s policies related to duties of the position.
· Must maintain knowledge of CPR, AED and First Aid in order to use it, when necessary.
· Ability to travel intra/inter-state, as necessary, for training purposes, meetings, or to provide assistance to other electric cooperatives, as required.
· Ability to frequently travel within BEC Service Area and to other locations, as required, in course of daily work.
· Must be eligible to be and remain insured as a driver by the Cooperative’s group liability policy for the automotive fleet.
