Description

The Turlock Irrigation District (TID) is currently looking for qualified candidates to assume the role of a Project Coordinator and become a valuable member of the Civil Engineering Department. Candidates possessing strong organizational, interpersonal and communication skills, coupled with experience managing engineering documents for land development and infrastructure improvements are strongly encouraged to apply. These efforts will contribute to the efficient, safe, and dependable delivery of water and electric services to the communities we serve.

This integral part of the team will be responsible for a variety of assignments, including:

Serve as TID's Development Coordinator, which includes administering the evaluation of potential impacts that private or public infrastructure projects may have on TID's water and electric facilities through the land development permit process. A critical component of this responsibility is to coordinate with various stakeholders including TID's internal departments, various local public agencies, and private developers.
Review and management of TID's development records and documents.
Preparation and administrative management of TID's permits issued for various private and public land development projects and TID infrastructure improvement projects.
Maintain accurate records of all permit applications and approvals.

The desired candidate will have prior experience coordinating amongst a number of stakeholders with various backgrounds and responsibilities, a proven track record of organization while completing complex assignments, will be proficient in Microsoft Office and other relevant software and have a passion for document preparation and administration.


Job Summary

Under general direction, and acting with independent judgment and discretion, coordinates project tasks related to the planning, design, construction, and operation and maintenance of the District's generation, distribution, and irrigation infrastructure. Tasks will generally include project planning and budgeting support; task management and organization; management and tracking of regulatory compliance requirements; compliance with District contracts; coordination of various meetings or presentations; management and implementation of training programs; coordination and management of vendor and contractor contracts and related District projects; document management; and other project coordination tasks as needed.


Examples of Duties


Duties And Responsibilities

Works closely with department managers, engineers, project managers, and other professionals, to coordinate, manage and lead as appropriate various project tasks in the management, planning, design, construction, and operation and maintenance of the District's facilities, assets and infrastructure.

Prepares budgets for capital and/or operation and maintenance projects; interprets and evaluates expense reports; estimates end of year forecasts; produces cash flow forecast; and prepares and presents reports to others including District management personnel and Board of Directors.

Provides management and support of vendor and contractor accounts, including agreements, purchase orders, change orders; communicates as a District representative with outside vendors and contractors as necessary for the management of District contracts.

Management and coordination of aspects of the District's various safety and regulatory programs, including regulatory compliance and correspondence, deadlines, submittal requirements, maintenance tasks, training, quality control and inspection plans, temporary emergency action plans, various task lists; and management of other documents and programs under the relevant program.

Leads meetings and presentations, including correspondence, planning, assembling presentation material, and presenting to various audiences as a District representative.

Researches, interprets, prepares, coordinates, and executes training programs related to assigned programs, or other capital or operation and maintenance projects, or other District purposes.

Prepares and updates studies, reports, safety plans, procedures, checklists, and promotes management's document related efforts.

As a District representative, provides public noticing, interacts with the public, conducts outreach, and presents at organizations and public meetings.

Researches and recommends grant programs. Administers and coordinates grant programs, including communication with regulatory agencies and subject matter experts. Tracks, coordinates and ensures compliance with requirements of grants and grant applications.

Identifies and reviews Federal, State, local, and TID policies, regulations, and guidelines and requirements for projects; organize and manage various submittal and correspondence requirements.

Comply with all District rules, regulations, policies and procedures, and demonstrate high ethical and professional standards; develop and manage programs and/or plans for implementing such requirements.

Travel to various locations within TID's boundaries, and potentially long distance travel, including overnight travel for project or training purposes may be required.

Qualifications

Any combination of experience and education that would likely provide the required skills and abilities is qualifying. A typical way to obtain the skills and abilities would be:


Education

Usually exhibited by a person with an Associate's degree from an accredited college with emphasis in business, planning, engineering, or similar field. Documented and proven job knowledge/experience and ability may be substituted for education.

Possession of a Project Management Professional Certificate (PMP) from the Project Management Institute, Inc. (PMI) or Certified Project Professional (CPP) credential from the International Association of Project and Program Management (IAPPM) is desirable.


Experience

Preferred experience in the areas of planning, engineering, and/or construction of projects in either private or public sectors.


Skills And Abilities

Interpersonal and Communication: Ability to interact and communicate clearly and concisely, both orally and in writing with a broad spectrum of employees and groups; work cooperatively to maintain good working relationships with internal and external individuals; and ability to work well with others in a team environment.

Technical and Analytical: Technical writing skills; knowledge of Microsoft Office tools such as Word, Excel, PowerPoint, and Project; ability to prepare, update, and manage various documents such as plans, studies, reports, policies, and programs; ability to review, interpret, analyze, and manage financial and contractual information; ability to create and maintain accurate records, files and reports.

Administration and Operations: Ability to manage, organize, and coordinate projects and tasks; must be able to handle a large number of tasks simultaneously; ability to train, coach, and assist others and make presentations effectively to a large audience; must have excellent organizational and time management skills.

Necessary Special Requirements


Possession of an appropriate California driver's license.

Must file a Statement of Economic Interest in compliance with Governmental Code Section 8100.
