Leads budget development, control account functional objectives, and obligation processes to ensure LE 2 NOLA account operates within approved budget and cost reporting guidelines and obligation commitments and limits. This includes, but is not limited to, the collection of data relating to the annual budget request, the revised cost plan, the annual operating plan, the budget execution report, the latest revised estimate plan, the obligation plan, and the total contract. Act as Control Account Manager on LE 2 Project and be responsible for all aspects of the change management program and system; will also be responsible as Control Team Lead (CTL) for Title II and Title III execution (Houston design effort) Supports and interfaces with management in the preparation of budgets and execution of projects Ensures the quality and consistency of work produced by the department Serve as the expert on cost control methods, systems, procedures and historical information Cultivate and maintain positive client (DOE) relationships on budget and cost issues, ensuring customer requirements, expectations and inquiries are consistently meet in a timely, professional, accurate and quality manner. Develop and maintain progress and performance, schedule, and cost baselines for the project Responsible for timely and accurate cost and schedule forecasts using established practices and processes Provide timely variance analysis and an early warning to management on critical or near critical activities and provide corrective action plans as required Ensure all department work authorization directives and milestones are met timely Provides quality budgeting, management reporting, forecasting, trending, commitments, and estimates for completion of projects Trains and develops employees to ensure they are provided sufficient knowledge and resources to effectively fulfill their responsibilities Provide timely Performance Assessments for all Budget and Cost Control Personnel
REQUIRED: Bachelor's degree in Finance, Accounting or Construction Science. Seven years comparable work experience (government contract budgeting preferred) and leading a Project Controls team. Excellent written and oral communication skills, and proficiency in MS Office products required. DESIRED: SAP experience preferred but not mandatory. PHYSICAL DEMANDS: Must be able to sit at computer for extended periods of time. Repetitive motion related to computer keyboard and 10-key calculator use. May be required to climb stairs and walk to adjacent buildings.
