The Project Controls Specialist supports capital and turnaround projects within a refinery by providing cost control, scheduling, forecasting, and performance analysis. This role ensures that projects are executed within budget and schedule while meeting safety, quality, and compliance standards. The Project Controls Specialist acts as a liaison between project management, finance, engineering, and construction teams.
Key Responsibilities:
•Develop, maintain, and update detailed project schedules using Primavera P6 or similar scheduling software.
•Track project progress, identify variances, and update forecasts accordingly.
•Develop project budgets, monitor expenditures, and report on cost performance.
•Prepare cost reports, earned value analysis (EVA), and cash flow projections.
•Analyze and report on key performance indicators (KPIs).
•Support change management by evaluating the cost and schedule impact of scope changes.
•Interface with procurement, engineering, and field teams to ensure alignment of plans and execution.
•Ensure compliance with company policies, procedures, and reporting standards.
•Assist in developing Work Breakdown Structures (WBS) and coding structures.
•Participate in risk analysis, lessons learned, and post-project reviews.
Qualifications:
•Bachelor’s degree in Engineering, Construction Management, Finance, or a related field.
•5+ years of experience in project controls within refinery, oil & gas, or heavy industrial environments.
•Proficient in Primavera P6 and Microsoft Excel; knowledge of cost control systems such as SAP or EcoSys is a plus.
•Familiar with AACE standards and earned value management principles.
•Strong analytical, organizational, and communication skills.
•Ability to work collaboratively across teams in a dynamic environment.
