The Principal Project Engineer leads a cross-functional engineering team to complete a project within cost, schedule, and technical targets. The Principal Project Engineer provides subject matter expertise to programs from an overall systems perspective and coordinates various interface activities specific to a program. The Principal Project Engineer also lends support to the Project Engineering Manager in achieving business and group goals.
The specific job responsibilities include but are not limited to the following:
- Develops and maintains the technical roadmap for the development of complex systems, defining system-level milestones and clear completion criteria.
- Coordinates and aligns multidisciplinary product sub-teams, clarifying dependencies, and maintaining consistent communication.
- Ensures consistent application of OTECH’s Engineering Design Process across all project phases, integrating the Systems
- Engineering methodologies outlined in the Systems Engineering Master Plan (SEMP).
- Translates high-level technical roadmaps into a resource loaded Integrated Master Schedule (IMS).
- Serves as the lead Control Account Manager (CAM) for the engineering scope of the effort. Guides, assists, and mentors sub-team leads in developing their own detailed plans.
- Analyze user requirements and develop high level system architecture
- Identify and develop execution plans to manage functional and system interfaces

- Review and refine the engineering team's labor estimates for annual customer proposals. Evaluate bids against the Statement of
- Work (SOW), incorporating historical actuals to develop accurate and well-supported Basis of Estimates (BOEs).
- Monitor and maintain project execution and productivity metrics and implement corrective actions as needed
- Establish and maintain decision review boards to ensure effective project governance and critical decision-making.
- Participates in the management of technical risks across the project and the development of mitigation plans
- Reviews technical work products and ensures company and industry best practices are utilized
- Travel, either domestic or international, when required.
- Extensive leadership experience in hardware and software development, delivering complex systems through integration of Mechanical, Electrical, Software, and Systems Engineering disciplines.
- Demonstrated knowledge or hands-on experience in manufacturing and assembly environments, with a proven track record of supporting successful transitions from development to production.
- Advanced degree in any engineering discipline from an accredited institution.
- Minimum 15 years-experience in Engineering.
- Minimum 8 years’ experience in Project Engineering.
- Minimum 5 years’ experience as a Project Engineering Lead with team sizes ranging from 50-100 engineers.
- Demonstrated expertise in Integrated Master Schedule (IMS) development and a strong understanding of Earned Value.
- Management (EVM) principles and guidelines to effectively support program planning and performance tracking.
- Experience leading an engineering team in a remote and hybrid working environment.
- Experience implementing and maintaining a variety of project management methodologies to include Waterfall, Agile, and Scrum.
- Must have a US Government DOD Security Clearance.
- Demonstrated ability to:
- Communicate effectively with stakeholders.
- Present information to stakeholders.
- Develop tools for project engineering needs.
- Use standard Microsoft business applications.
- Learn and conform to industry standards (MIL, ABS, etc.).
- Training in fundamentals of engineering management.
- Knowledge and/or experience in subsea engineering.
- Knowledge and/or experience in tethered or untethered underwater vehicles.
This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.

Annualized pay rate for this position: $155,000 - 189,000.
