PURPOSE AND ROLE: The Pipeline and Terminal Supervisor ensures efficient and safe operations and is responsible for overseeing operator staff, pipeline facilities, and terminal assets for our Elmendorf and Falls City, Texas locations.
JOB DUTIES AND RESPONSIBILITIES
•Supervise terminal and pipeline operators including work scheduling, training, ensuring competence of assigned job duties.
•Compliance with all applicable federal, state, and local statutes, regulations, and requirements.
•Assist the Manager with annual budgets, forecasting and requisitioning supplies, materials, and equipment needed for the operations and maintenance of area facilities.
•Due to the nature of pipeline and terminal 24/7 operations, this position may require a response outside of normal working hours.
•Must be able to work directly with the third-party control room, understand and interpret SCADA systems and operational processes.
•Will be required to represent the Company in public awareness initiatives to keep the public informed.
•Manage the company's Operator Qualification (OQ), Public Awareness, Drug & Alcohol (D&A), Integrity, and all other programs required for PHMSA and TRRC compliance.
•Promote full compliance with Company safety programs, standards, procedures, practices, and policies.
•Supervisory administrative duties include timecard review and approvals, performance discussions and various work reports.
•Maintain a working knowledge of environmental regulations and Company policies concerning the handling and disposal of hazardous and non-hazardous waste.
•Inspect area facilities on a routine basis to ensure fitness for service.
•Recommend capital improvements, replacements, and asset retirements.
•Assist in periodic internal and outside agency audits to ensure full compliance with all applicable federal, state, and local statutes, regulations, and requirements.
•Act as the site coordinator for emergencies, assuming onsite incident command.
•Help manage the pipeline integrity management program and familiar with all aspects of pipeline integrity, to include cathodic protection monitoring, metal loss, coupon pulling, and bug water samples.
•Perform other duties as assigned.
REQUIREMENTS
•Supervisory experience in Pipeline Operations is required.
•A minimum of 5+ years Pipeline Operations is preferred.
•Understanding of budgeting and financial processes is required.
•Knowledge of various laws governing pipelines, including but not limited to PHMSA, DOT, EPA, etc.
•Strong computer skills and proficiency in Microsoft Office Suite are required.
•Ability to assume responsibility, be flexible, perform duties, and handle multiple tasks under potentially stressful and/or hazardous conditions.
•Ability to effectively communicate, both verbally and in writing, with other individuals, teams, customers, and stakeholders of the business, at various levels of the organization, in a business-like and professional manner.
•The ability to modify communication style to influence, persuade, negotiate, and engage all parties according to the audience and circumstance.
PHYSICAL DEMANDS
•Able to work at high elevations, and both extreme hot and cold weather.
•Regularly required to walk, sit, talk, and hear.
•Occasionally required to stand; use hands to grasp, handle or feel, reach with hands and arms; and may occasionally be required to climb, balance, stoop, kneel, crouch, or crawl.
•Occasionally lift and/or move up to 50 pounds.
•Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
