The P&C Operations Manager is responsible for leading the installation, commissioning, maintenance, and performance analysis of protection and control systems across CoServ’s substations. This role ensures the safe, reliable, and compliant operation of protective relaying schemes, SCADA systems, and associated communication equipment. The Manager will supervise technical teams, coordinate with engineering and construction groups, manage maintenance schedules, support capital projects, and ensure compliance with regulatory standards set by the Public Utility Commission of Texas (PUCT), Electric Reliability Council of Texas (ERCOT), and North American Electric Reliability Corporation (NERC), particularly NERC PRC standards.
- Lead installation, testing, calibration, and commissioning of protection and control systems including electromechanical, solid-state, and microprocessor-based relays.
- Ensure proper operation of system protection relaying schemes and SCADA systems to prevent system disturbances and minimize outages.
- Utilize diagnostic tools such as Doble and OMICRON for relay testing and troubleshooting.
- Develop and execute testing plans for protective relaying equipment and associated communication devices.
- Analyze digital fault recorder data and investigate questionable operations to maintain system integrity.
- Monitor and troubleshoot protection and control systems, recommending programmatic solutions as needed.
- Respond to system malfunctions, perform root cause analysis, and implement corrective actions.
- Provide technical direction for substation projects including new construction, station additions, and system upgrades.
- Modify designs as needed during commissioning and ensure safe installation of protection and control facilities.
- Support construction schedules and coordinate with internal and contract teams to meet project milestones.
- Supervise and mentor P&C technicians and contractors, assigning tasks to develop skills and ensure quality performance.
- Foster a culture of safety, technical excellence, and continuous improvement.
- Conduct performance evaluations and implement development plans for team members.
- Promote adherence to OSHA, CoServ safety policies, and industry best practices.
- Ensure all activities comply with NERC PRC-005, ERCOT, and PUCT standards.
- Maintain accurate documentation of relay settings, test results, maintenance records, and compliance reports.
- Support regulatory audits and collaborate with compliance teams to address gaps.
- Stay informed of regulatory changes and industry advancements.
- Assist in developing and managing budgets for P&C operations and maintenance.
- Monitor expenses and identify cost-saving opportunities.
- Ensure availability of critical spare parts, testing equipment, and tools.
- Work closely with engineering, compliance, operations, and finance departments.
- Communicate regularly with senior leadership on system performance and improvement opportunities.
- Represent CoServ at industry meetings and regulatory forums as needed.
- Prepare and present failure and malfunction investigation reports.
- 5–7 years of experience in protection and controls within substation operations in the electric utility industry.
- Strong knowledge of protective relaying principles, coordination studies, and substation control systems.
- Experience with NERC PRC compliance and SCADA system integration.
- Demonstrated leadership skills and experience managing technical field teams.
- Proficiency in reading electrical schematics and using CMMS and asset management systems.
- Valid Texas driver’s license and ability to travel across CoServ’s service territory.
- NICET or NETA certification in protection and control testing or substation maintenance.
- Experience with SEL, GE, and ABB relays.
- Familiarity with communication protocols such as DNP3, Modbus, and IEC 61850.
- Project management experience in substation construction or upgrades.
- Office and field-based role with frequent travel to substations.
- Exposure to outdoor weather and high-voltage environments.
- On-call availability for emergencies and unplanned outages.
- Physical demands include climbing, lifting, and working in confined spaces.
