SUMMARY
We are seeking a Payroll Manager to lead the Payroll Operations function of our growing $350M underground construction company. This is a key management role, responsible for overseeing payroll operations for a complex, nationwide, unionized population. This role is responsible for ensuring accurate and timely payroll processing, compliance with federal, state, and local regulations, union contracts, and implementing best practices for payroll efficiency. The Payroll Manager will collaborate with HR, Finance, and other departments to maintain accurate records and improve payroll systems and processes – ensuring employees are paid accurately and all benefits and deductions are correctly applied.
ESSENTIAL FUNCTIONS
•Ensures all union agreement changes are updated in the HRIS system – rates, pension, health and welfare, dues, etc. – and the specific contract language is followed.
•Collaborates with the Compliance Manager to make sure both the HRIS system and the Certified Payroll system are in sync and up to date.
•Ensures compliance with federal, state, and local payroll laws and tax regulations.
•Ensures all exceptions are approved by upper management before processing.
•Administers multi-state payroll and ensures compliance with state-specific requirements.
•Oversees employee’s personal tax set up, deductions, garnishments and child support orders.
•Implements and maintains internal payroll controls and audits.
•Supervises payroll staff, providing guidance, training, and performance management.
•Collaborates with HR and Finance to ensure accurate reporting of benefits, 401(k) contributions, bonuses, deductions, etc.
•Responsible for setting up new states within HRIS system – SITW and SUI accounts.
•Reviews quarterly tax filings prepared by HRIS system, including periodic W-2 audits throughout the year.
•Works with IT and software vendors to optimize payroll systems and reporting tools.
QUALIFICATIONS & SKILLS
•Bachelor’s degree in Accounting, Finance, Business Administration, or related field (preferred).
•Payroll certification such as CPP (Certified Payroll Professional) is a plus.
•5+ years of proven payroll processing experience, with at least 3+ years in a managerial or supervisory role.
•Experience with multi-state payroll processing and tax compliance.
•Proficiency with payroll software – Paylocity, ADP, Workday, etc.
•Knowledge of payroll tax laws, wage and hour regulations, and labor laws.
•Familiar with union contract language – multi-union – multi-state.
•Proficient in MS Office – specifically Excel – formulas, pivot tables, VLOOKUP, etc.
•Strong leadership and team management abilities.
•Excellent analytical and problem-solving skills.
•Excellent communication skills.
•Excellent organizational and time-management skills with the ability to meet tight deadlines.
•High attention to detail and strong analytical skills with the ability to research discrepancies and issues.
•Ability to handle confidential information with integrity and discretion.
