Position Summary:
The Port Captain reports directly to the Marine Operations Manager. The incumbent is responsible for providing Vessel and Administrative support for Marine Operations group. The Port Captain is responsible for the safe operation of vessels during appointed shifts, oversight of vessel staff, and supervision of offloading of all cargos, communication with the main office and to work under direction of the Captain and Marine Operations Manager. The Port Captain provides safety leadership and ensures compliance with company policy and procedures.
Essential Job Functions:
Vessel Support
•Supervises vessel personnel at the direction of the Marine Operations Manager
•Recommends personnel to recruit, train, evaluate, and terminate
•Assists in crew training and professional skill development
•Coordinates crew advancements and crew discipline
•Assists Captain in the maintenance of crewing schedule by vessel
•Implements contingency plan for crew vacancies
•Maintains regular reporting with vessel captains and crews
•Secures required AWO, USCG, and other compliance items from vessels
•Ensures timely inventory levels and vessel document submissions
•Assists in maintaining AWO and Sub-Chapter M compliance
•Represents the company during regulatory inspections or drills
•Performs or assists in incident investigations as necessary
•Supports customer and vessel operations in the field during critical loads and off-loads
•Assists with vessel purchases, outfitting, and necessary spares inventories
•Outlines required logistics for vessel spring start-up and winter moorage
•Coordinates maintenance & repair lists with vessel engineer and management
•Organizes and directs maintenance personnel in coordination with the Marine Operations Manager and Port Engineer
•Travels to support maintenance and organizational needs
•Fills in as emergency relief crew
•Provides prompt response to crew questions, concerns, and operational questions Administrative Support
•Collaborates with management on vessel delivery schedules
•Maintains regular communication with Vitus Marine Management team, Contractors, other Vessel captains
•Shares information with other Vitus vessels to ensure safe and profitable operation including, but not limited to routes, local knowledge, and contacts
•Maintenance planning and execution as well as supervising contractors when necessary
•Complete prescribed paperwork including but not limited to Vessel Inspections, AWO requirements, Trip reconciliation forms, expense reports as outlined by management and vessel documents
•Assists with customer and supplier notifications/coordination
•Ensure vessel orientation training of crews
•Represent company to regulatory agencies and personnel as needed
•Plan and schedule vessel crew changes with Marine Operations Manager and Operations Support Specialist
•Facilitate shore side response to vessel needs for repairs, parts and supplies
•Works directly with Marine Operations Manager and Tanker Manager to organize voyage planning
•Assists in drafting initial Western Alaska voyage plans and preparation of annual vessel schedule
•Identifies line transfer points
•Assists with document oversite to ensure timeliness and accuracy from crew members
•Communicates and enforces company policy relating to vessel operations
•Communicates regularly with managers and supervisors engaged in Operations functions
•Coordinates with Sales Manager to ensure customer communications and notifications
•Assists Safety and Environmental Manager with preparation and implementation of Compliance Programs
•Performs reporting and notifications
•Conducts USCG Licensing requirements for crew
•Participates in training and assists as required
•Interfaces with USCG and other compliance agencies if necessary
•Participates in company environmental, safety, training, staff and management meetings
•Works with Vitus departments to assure quality service, accuracy, and customer satisfaction
•Assists management in crew development initiatives
•Develops client relationships and generates sales leads as necessary

Minimum Qualifications:
•Bachelor’s degree in Logistics or related field
•Qualified Individual as per 33 CFR Sec. 154.1026
Knowledge, Skills & Abilities Required:
•Ability to prioritize multiple tasks
•Ability to read and interpret documents such as safety rules, operating and maintenance instructions, company policy and procedure manuals including state and federal regulations.
•Ability to write routine reports and correspondence
•Ability to speak effectively before groups of agency personnel or employees of organization
•Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volumes
•Ability to apply concepts of basic algebra and geometry
•Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
•Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
•Application of abstract reasoning and deduction
Education:
•Bachelor’s degree in Logistics, or related field
•High school diploma, or equivalent
•(1 year of directly related work experience may qualify to substitute 1 year of education to meet the education requirement)
Required Training & Certificates:
•Qualified Individual as per 33 CFR Sec. 154.1026
•24 Hour HAZWOPER training
•First Aid and CPR Certificates
•Incident Command System training
•Benzene Awareness training
•Attends training sessions, seminars and appropriate educational classes required by department.
•Computer skills commensurate with program and job applications.

The employee is occasionally exposed to high, precarious places and extreme heat. The employee must be able to physically travel by air within, and out of, the State of Alaska.
