The Section Manager, Meter Operations provides leadership, supervision, guidance, training and support to meter operations including field services, meter reading, and meter shop staff in the operations of large and small meters throughout the WSSC service area.
- Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or recommending termination
- Investigates complaints relative to meters, meter readings, or employee conduct
- Testifies at hearings on the behalf of WSSC as a subject matter expert
- Develops, administers, and monitors all contracts for meter testing equipment
- Supervises the receiving, inspecting, and testing of new water meters in accordance with the performance metrics
- Responsible for maintenance, calibration and repairs of water meter testing equipment used by meter services personnel
- Assists with budget preparation for the section and monitor expenditures
- Monitors new meter inventory and meter related material quantities for order placement recommendations
- Manages the Fire Hydrant Meter Leasing and Tanker Truck Inspections Program
- Leads the training for meter shop staff mechanics on utilizing computerized testing equipment, and calibrating equipment used in the shop and field
- Participates in the development of meter services training programs
- Keeps abreast of the latest developments in water meter technology
- Performs new product evaluations and makes recommendations to the Division Manager and Materials Evaluation Committee regarding possible WSSC Water use of new meter products
- Monitors and periodically conducts a comprehensive review of results of the Shop Meter Testing Program
- Set goals and prepares performance evaluations for direct reports
- Ensures all business unit goals, objectives, and performance expectations are met
- Prepares shop equipment and material purchase requests, and equipment service agreements for submittal to Division Manager
- Acts as the division manager when needed
- Drives a vehicle to conduct WSSC Water business
- Thorough knowledge of the operation of water meters and their component parts and techniques commonly used in the maintenance, repair, replacement, and installation of various sizes and types of water meters
- Thorough knowledge of WSSC Water operating procedures for Customer Relations, Regulatory Services, Systems Maintenance, and Materials Management
- Ability to design short and long-range meter test programs and procedures
- Proficient in the use of computer systems including personal computers
- Ability to direct and supervise the work of employees
- Ability to deal tactfully, effectively, and equitably with employees and the public
- Bachelor’s degree in Civil, Mechanical, Sanitary, Environmental or related engineering or construction field
- 3 years of experience in the area of meter reading, meter service or meter maintenance
- 7 years of experience in the area of meter reading, meter service or meter maintenance
