Position Summary: OPAL Fuels, LLC., an industry leader in Renewable Natural Gas and Renewable Energy, has an immediate need for a Manager of Preconstruction. This role will report to the SVP, RNG Construction. The incumbent will be responsible for providing leadership for the preliminary planning and engineering services prior to completion of a financial investment recommendation for construction of Renewable Natural Gas (RNG) and other major projects. The role will provide the necessary project development support to adequately define the project, identify potential challenges, develop a comprehensive schedule, estimating co-directs in coordination with the project management team, and analyzing the specific requirements of the project, ensuring a smooth hand-off between origination and construction organization. Incumbent can reside anywhere in the continental United States with a manageable commute to a major commercial airport as this position will have overnight travel responsibilities. The ideal candidate will have related experience with process plant / process piping projects in Oil & Gas, Refinery, Chemical Process, Biogas, and other related process facility projects.
Duties and Responsibilities:
•Lead the technical development of the schedule and budget in coordination with the origination and project management team.
•Accurately scope and coordinate estimate development.
•Lead development of the Project Financing memo and supporting documentation
•Develop initial Engineering Request for Proposal (RFP)
•Lead early development activities for each project including permitting, preliminary engineering and equipment selection, utility service “Will serve letters” or proposals, coordinate local AHJ meetings and land use approvals.
•Establish an initial project cash-flow curve in coordination with the project management team
•Monitor, control, and report engineering performance against budget and schedule for their designated area of responsibility.
•Manage external and internal engineering activities to ensure compliance with the scope of work (services and facilities) and quality objectives of the project. Specifically: ensuring that the entire project team is executing to the initially agreed facility plus approved changes (via project change management) to the facility; ensuring that the entire project team is producing the deliverables initially agreed to in the manner (quality, level of detail, format, file type, etc.) initially agreed to plus any approved changes (via project change management) to the deliverable set and/or content.
•Initial coordination of document control plans between all parties involved in the project and enforcement of the plans through execution
•Lead and coordinate all technical reviews within the project for their designated area of responsibility.
•Coordinate between origination, engineering, procurement, and project management for their designated area of responsibility.
•Enforce and facilitate the management of project change process.
•Assist with development of design change notices.
•Assist with the development and approval of engineering queries. Overall responsibility for technical integrity of engineering deliverables.
•Enforce the management of change process within the project team.
•Ensure sufficient and competent engineering resources to meet the schedule and scope of work.
•Assist in evaluation of proposed changes.
•Ensure project standards and procedures are in place during the project.
•Ensure that lessons learned are implemented and captured on the project.
Qualifications and Skills:
•Ten plus years of industrial scale project management experience.
•Experience working on gas processing projects such as RNG, gas transmission and compression, gas treating, air separation, LNG, CNG, hydrogen, or related.
•Four-year technical/engineering degree from an accredited educational institution, preferred but not required.
•PMP certification preferred but not required.
•Must be able to adapt and pivot in response to changes on a day-to-day basis.
•Demonstratable skills and experience with Autodesk Construction Cloud, Procore, Primavera, or MS Project.
•Strong understanding of project controls and contract management. Experience managing projects with CAPEX greater than $50MM.
•Ability to manage concurrent projects in multiple states.
•Approximately 30% travel overnight normally, but during plant commissioning your presence may be required on-site daily.
•Excellent communication and negotiation skills.
•A strong candidate will have an existing network of vendors, consultants, and contractors throughout the US and be able to deploy those resources to support the overall goals of the Upstream Construction group.
•Can reside anywhere in the mainland USA near a major commercial airport.
•Must have appropriate experience within the United States.
Work Hours: Standard Monday - Friday, 1st shift (exempt position); must be available for after-hours/weekend calls as business needs demand.
