Manager of Payments, Payroll and Banking - (250000PH)
Manager Payments, Payroll and Banking will plan, organize and control the
overall operation of the departmental functions, including global support of
payroll and payment activities, banking relations and activities, system
enhancements, and monitor and coordinate departmental work with other
departments, internal/external customers and outside entities. ESSENTIAL
FUNCTIONS: Plan, organize and control operation of the department functionswhich include global support of payroll/customer utility payments activities with
contracted vendors/customers, general ledgers posting of payment activities/
payroll, ensure monthly bank reconciliations of customer utility payments for
third party payment vendors, maintaining banking relations with depository
institutions, administering utilities depository bank accounts related to financial
transactions, administering users access to utilities depository bank accounts via
depository bank/institution website and payment vendors online payment portals,
maintaining system enhancements related to I Novah Cashiering system,
downtown back-office systems such as OPEX and Crediton for posting customer
utility payments, preparing/monitoring departmental budget, review/process
performance appraisals of subordinates, ensure training/development of
employees, address internal/external customer concerns related to utility
payments. Coordinate with HRIS/IT teams to ensure Oracle E-Business software
related to global patch/software updates are in compliance quarterly and
annually with Internal Revenue Service, State of Arkansas Department of
Revenue, State of MS Tax Commission and other reporting agencies to mitigate
interest/penalties. Ensure/maintain that vendor contracts and payments comply
with contractual agreements and MLGW Contracts department policies and
standards. Review/process requests for proposals (RFP), bids and solicitations
from vendors. Review/approve the submission of bi-weekly Payroll Processing
from Oracle system and ensure adherence to standards and guidelines in
conformance to Payroll tax reporting for external tax entities. Review/approves/
process and submit federal excise tax payments and state road tax payments related to CNG (compressed natural gas), research and attain applicable tax
credits related to CNG and ensure adherence to standards/guidelines in
conformance to tax reporting for external tax entities. Perform other duties as
directed.
A valid driver's license from state of residence is required.
Bachelor's degree in accounting, Finance, Economics, Business Administration or related field is required.
6 years of professional level accounting, finance, economics or banking experience including
Must successfully complete NIMS training within 1 year of entering job. Must have occupationally significant combination of; ability to apply business
principles/methods in the overall operations of Payments, Payroll, and Banking. Ability to plan/formulate and carry out programs and policies; effective oral and written communication skills; mathematical ability; managerial ability to develop/implement long range plans and adapt to change. Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 20 pounds of force on a regular basis; and some dexterity in operating office equipment. The position requires normal visual acuity and field of vision, hearing and speaking abilities.
