Position Summary
The Manager of Gas Field Safety Compliance manages and administers CoServ's safety processes for all CoServ Gas field operations. The position requires in-depth knowledge of the gas distribution industry, the work involved in the construction and maintenance of utility lines, and safe work practices and procedures. The Manager of Gas Field Safety Compliance monitors the safety of all gas field employees and also works with other internal departments to advise and develop safe processes and procedures for CoServ.
Primary Position Responsibilities
•Develops, implements, and monitors safety programs specific to gas distribution operations.
•Responsible for overseeing the preparation and editing of the Safety Handbook.
•Ensures compliance with OSHA, DOT, FMCSA, TRRC, PHMSA, and CoServ best work practices.
•Oversees the inspection process of gas field personnel to ensure safety practices are being followed.
•Prepares the required written programs to ensure compliance with all gas industry regulatory entities.
•Responsible for assessing where training is needed through accident investigations, inspections, and safety meetings.
•Works closely with CoServ Gas Operations personnel to provide guidance and input on safe work practices and procedures.
•Maintains safety training for all gas field employees, including monthly Operations safety meetings, annual workplace safety meetings, CPR, and First Aid.
•Studies accident trend data, makes recommendations accordingly, and forwards information to CoServ leadership.
•Prepares agendas and content for safety meetings/training.
•Prepares monthly and year-to-date reports of accidents.
•Directs accident investigations, gathers information at the scene, assesses the situation, and prepares a report to forward to the Assets Protection Manager.
•Remains available to respond to accident/incident investigations 24/7.
•Communicates effectively with leadership regarding the safety and training of CoServ personnel and facilities.
•Complies with established CoServ safety and operating rules, procedures, and guidelines. Responsible for reporting unsafe practices to a supervisor.
•Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines. Responsible for reporting suspected information security incidents to Tech Support.
Secondary Responsibilities
•Advises and assists the CoServ HR group on safety and security measures of all CoServ campuses and facilities.
•Member of the Safety Advisory Board.
•Conducts presentations on written reports to management when required.
•Review reports and scorecards regarding employee performance and adherence to standards and good practices.
•Actively promotes CoServ's objectives, plans, programs, and goals.
•Attends meetings, conferences, schools, and workshops to maintain and increase knowledge about utility best practices.
•Travels for conferences and meetings as required.
•Attends CoServ University training as required.
•Identifies staff training needs and recommends training sources. Coaches and directs learning through direct involvement and reinforcement.
•Monitors performance and conducts performance planning and review sessions consistent with established time frames and guidelines.
•Performs other duties and activities as directed.
Supervisory Responsibilities
•Supervises the Gas Field Safety Compliance Specialist role.
Position Requirements
Experience, Education, and Certifications Required
•High School Diploma / GED equivalency.
•Seven (7) years of experience in gas distribution operations.
•Three (3) years of supervisory experience.
•Certified Utility Safety Professional (CUSP)
Experience, Education, and Certifications Preferred
•Bachelor's degree in a related field preferred or equivalent experience.
•Ten 10 years of experience in the gas distribution industry and/or safety/training in the related field.
•Certified Utility Safety Professional (CUSP) or Certified Safety Professional (CSP) certification.
Skills and Abilities Required
•Knowledge of regulations regarding gas distribution and fleet.
•Ability to understand and follow charts and graphs.
•Strong communication skills with vendors, employees, and leadership
•Knowledge of CoServ's service area and distribution systems.
•Knowledge of CoServ's rules, regulations, and procedures.
•Maintains a certification in First Aid and CPR.
•Ability to demonstrate the use of new equipment or procedures to work crews in the field as well as in a classroom setting (some of this requires the same physical skills and abilities as CoServ field personnel).
•Must have a valid driver's License and a good driving record.
•Ability to secure safety accreditation.
•Other duties may be assigned as needed or required.
Skills and Abilities Preferred
Physical Requirements
•Operates office equipment such as a computer, telephone, fax machine, copier, etc.
•Available 24 hours a day for accidents or other emergencies.
•Ability to lift a minimum of 25 pounds.
•Ability to sit for long periods.
•Resides within 5 minutes of the CoServ service area for response time
•Works both in the office and outdoors.
•Occasionally works with employees in the field when using new procedures or when needing extra help.
•Works in areas with possible exposure to poison oak, poison ivy, and insect stings.
Other Requirements
•Must have and maintain a valid Texas driver's License.
•Ability to acquire and maintain a Class A CDL driver's License.
