The Role
The Sr. Manager, Local Affairs & Campaign Strategy will play a critical role in navigating politically sensitive environments, fostering local partnerships, and advancing the economic and social impact of our solar projects. You will support project teams by building community trust, coordinating local engagement efforts, and developing economic narratives that highlight the benefits of our work. This role is ideal for a strategic operator with a background in political campaigns, issue advocacy, or community organizing—someone who can build coalitions, frame compelling narratives, and mobilize support at the local level. You will lead proactive, campaign-style engagement efforts that build community trust, counter misinformation, and strengthen the case for responsible clean energy development.
Key Responsibilities
Campaign-Style Community Engagement:
•Lead the development and execution of community engagement strategies for projects in development and operations, tailored to local political, cultural, and social contexts.
•Serve as the campaign lead for projects, overseeing message development, outreach tactics, and ground-game execution.
•Anticipate and manage local opposition risks through early outreach, issue monitoring, and relationship-building.
•Oversee the creation of localized messaging and outreach materials that reflect community values and support project objectives.
•Identify the need for third-party support in engagement efforts and lead the selection, onboarding, and oversight of public affairs consultants, outreach firms, and other local partners.
•Develop scopes of work, budgets, and performance metrics for external consultants and ensure their activities are aligned with project goals and company standards.
•Provide strategic guidance and quality control on consultant-led outreach campaigns, ensuring they are community-informed, culturally appropriate, and legally sound.
•Coordinate closely with internal teams—including development, permitting, legal, communications, and government affairs—to align engagement strategies and ensure a unified presence in the field.
•Lead internal reporting on community engagement progress, stakeholder sentiment, and risks using CRM tools like Salesforce.
Community Benefits & Local Partnerships:
•Design and manage community benefits programs, including sponsorships, donations, job training partnerships, and public education campaigns.
•Cultivate partnerships with local nonprofits, business groups, workforce development agencies, and educational institutions to support long-term community investment goals.
•Manage external consultants and partners supporting engagement and benefits delivery.
Economic Development Analysis & Storytelling:
•Lead the development of economic impact narratives and materials that communicate project benefits—such as tax revenues, job creation, and infrastructure investment—to local stakeholders.
•Oversee collaboration with consultants and internal teams to quantify economic impacts for use in permitting, media, and government relations.
•Identify and advance opportunities for local hiring and procurement, and other community-driven economic initiatives.
Qualifications:
•7–10 years of experience in political campaigns, issue advocacy, community engagement, public affairs, economic development, government relations, or related fields.
•Demonstrated success leading local engagement strategies for complex infrastructure or energy projects.
•Proven success managing contentious public issues and executing targeted persuasion and mobilization campaigns.
•Experienced in hiring and managing external consultants, vendors, and field teams.
•Politically savvy, emotionally intelligent, and comfortable in high-stakes, high-profile environments.
•Background in renewable energy, land use policy, or large-scale project permitting strongly preferred.
•Exceptional interpersonal and communication skills, with a proven ability to build trust and credibility across diverse stakeholder groups.
•Strategic thinker who is comfortable navigating sensitive or politically charged environments.
•Strong writing, public speaking, and presentation skills.
•Familiarity with rural and exurban communities, and the dynamics of local government decision-making.
•Proficiency in CRM systems (e.g., Salesforce) and stakeholder tracking tools.
•Willingness to travel regularly to project sites—travel up to 50% of the month is expected.
