MANAGER OF GOVERNMENT RELATIONS

POSITION SUMMARY
The Manager of Government Relations is responsible for representing the cooperative in state government through lobbying. The manager assists in developing and implementing legislative and regulatory strategies.
EDUCATION AND EXPERIENCE
•Bachelor’s degree in communications, public policy, political science, or a related field.
•A minimum of two years of direct experience in government relations, lobbying, grassroots program management, and/or policy analysis is preferred.

•Excellent written and verbal communication skills, including the ability to describe and explain complicated or sensitive information, negotiate with and motivate others, maintain confidentiality, and have strong listening skills.
•Excellent decision-making and problem-solving abilities, including making judgments based on the interpretation of information. When others’ opinions may conflict, weigh the short- and long-term ramifications.
•Ability to prioritize, organize, and manage tasks and time effectively.
•Strong project management and planning skills, including coordinating work with other departments or organizations and making meeting/conference arrangements.
ABILITIES
•Develop and oversee, in coordination with the VP & Sr. Counsel of Energy and Regulatory Affairs, a network of informational resources, formal and informal, to detect, monitor, and provide analysis on issues of potential consequence to NREMC.
•Foster and build positive and collaborative relationships with members of the Indiana General Assembly, Indiana’s Congressional delegation, legislative staff, the executive branch, relevant state and federal agencies, and other organizations.
•Direct and foster relationships with state and federal government agencies to advocate on behalf of NREMC.
JOB RESPONSIBILITIES
•Conduct lobbying at the state level on behalf of the cooperative; represent the
cooperative in legislative committees and policy development hearings.
•Proactively pursues NREMC policy objectives, provides analysis and recommendations to
address NREMC priorities through state legislative or regulatory channels, while being able
to react to new and/or unseen opportunities and challenges.
•Represents NREMC in various industry groups and member associations in pursuit of the
association’s state-level policy and political objectives.
•Provide NREMC leadership with information on available grant programs. Work with state and federal agencies to develop beneficial grant program structures.
•Work with the VP & Sr. Counsel of Energy and Regulatory Affairs in strategizing, planning, developing, approving, and implementing NREMC's state legislative, federal policy, and regulatory agenda.
•Provide subject matter expertise on state governmental relations issues, legislative and executive branch processes, and federal political issues.
•Represents NREMC in various industry groups and member associations in pursuit of the association’s state-level policy and political objectives.
•Understands the relevant regulations, compliance, and communications practices related to state lobbying and Political Action Committee engagement. Ensure federal and state election commission compliance is adhered to and reported within their annual deadlines, based on election year status, for all PACs.
WORK ENVIRONMENT
•Ability to work in a fast-paced, deadline-oriented office environment on a flexible schedule.
•Ability to work independently with minimal supervision; frequently required to act based on own interpretation of policies.
•This is a remote position with work primarily concentrated in Indianapolis, IN. Travel to NREMC headquarters in Columbia City, IN, and occasional travel to Washington, DC required.
