About This Job

The Modesto Irrigation District is currently recruiting to fill one full-time position in the General Manager's Department to plan, organize, administer and perform complex and sensitive professional, administrative, and analytical functions, serve as a project lead in support of the General Manager’s Office to achieve results and goals, and supervise assigned staff. Incumbents regularly work on tasks that are varied, complex, and sensitive tasks, requiring considerable discretion and independent judgment. Assignments are complex in nature and given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products.

The position will be filled at the appropriate level based on the qualifications of the successful candidate.

Salary is effective 1/11/26.

DISTINGUISHING CHARACTERISTICS Management Analyst:

This is the journey level class in the Management Analyst series and is assigned the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit.

Management Analyst - Senior:

This is the advanced journey level class in the Management Analyst series. Positions at this level are distinguished from other classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken and by the nature, scope and impact of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing direct supervision over assigned personnel and perform complex professional analytical work in support of internal and external customers.

SUPERVISION RECEIVED AND EXERCISED Management Analyst:

Receives direction from the Senior Management Analyst or a higher-level manager. Exercises technical and functional supervision over professional and technical staff.

Management Analyst - Senior:

Supervises professional, technical, and administrative support staff.

Duties may include, but are not limited to, the following: Management Analyst:

- Provide analyses and recommendations of various kinds and levels of service provided by the District and recommend process improvements.

- Coordinate and participate in the timely completion of analytical and administrative tasks.

- Perform analysis and administrative tasks to ensure departmental schedules and operational goals are met.

- Prepare and make presentations of study reports, recommendations, and other materials for consideration.

- Coordinate the development, communication, implementation, and monitoring of new programs and processes.

- Participate in interdisciplinary work teams from multiple departments in completing sensitive projects involving broad public and/or community group interests.

- Assist with the design and implementation of Districtwide projects, systems, and programs related to organizational performance measurement, strategic planning, and/or continuous improvement.

- Review and analyze policies and procedures to determine efficiency and effectiveness.

- Apply information technology applications, spreadsheets and databases to analyze and evaluate data.

- Analyze, interpret, research and compile complex technical information.

- Participate in and lead special projects; participate in the selection of consultants and vendors; review and approve the work of consultants and vendors.

- Assist management in the development of department action plans, business plans, long-term goal statements, performance targets and metrics, and productivity improvement plans.

- Research required project information associated with department internal/external projects.

- Develop detailed project plans with timelines based on objectives.

- Interpret and explain project objectives to achieve buy in from contributors and stakeholders.

- Identify, assess, and manage project risks; and manage issues.

- Establish, maintain, and analyze project performance metrics to ensure alignment with goals.

- Research and interpret applicable regulations, rules, and operational procedures.

- Provide regular and timely updates to supervisor and other appropriate parties.

- Prepare a variety of administrative and technical reports and correspondence including Board of Directors communications.

- Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on activities.

- Assist with the development and maintenance of District policies and procedures; represent the division to outside professional organizations; participate on cross functional teams.

- Recommend and participate in the implementation and improvement of policies and procedures.

- Provide and coordinate departmental staff training associated with assigned projects.

- Build and maintain positive working relationships with co-workers, other District employees and the public using principles of good customer service.

- Maintain confidentiality.

- Assist with establishing and maintaining procedures and technical files.

- Build and maintain positive working relationships with coworkers, other District employees, outside agencies and the public using principles of good customer service.

- Perform related duties as assigned.


Management Analyst - Senior:

- Provide complex analyses and recommendations of various kinds and levels of service provided by the District and recommend process improvements.

- Coordinate and participate in the timely completion of complex analytical and administrative tasks.

- Perform complex and sensitive analysis and administrative tasks to ensure District and/or departmental schedules and operational goals are met.

- Prepare and make presentations of study reports, recommendations, and other materials for consideration.

- Coordinate the development, communication, implementation, and monitoring of new programs and processes.

- Lead diverse, interdisciplinary work teams from multiple departments in completing sensitive projects involving broad public and/or community group interests; advise the General Manager, management and Board of Directors on a variety of critical and sensitive issues which could have impact on District operations.

- Design, implement, and administer Districtwide projects, systems, and programs related to organizational performance measurement, strategic planning, and/or continuous improvement.

- Provide advice and technical assistance to the District’s management staff to identify strategic and operational challenges, develop key performance indicators with benchmarked targets, and to track progress against those targets.

- Review and analyze policies and procedures to determine efficiency and effectiveness.

- Apply information technology applications, spreadsheets and databases to analyze and evaluate data.

- Analyze, interpret, research and compile complex technical information.

- Lead special projects; participate in the selection of consultants and vendors; review and approve the work of consultants and vendors.

- Perform related work as assigned, including overlapping duties of the Management Analyst classification series.Management Analyst

Experience And Training

Any combination of experience and training that would provide the required knowledge and abilities may be qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience :

Five years of increasingly responsible experience performing journey-level duties that substantively include administration of systems and procedures, project coordination, fiscal programs, and efficiency initiatives. Related public sector experience desirable.

Education :

Bachelor's degree from an accredited college with major course work in Business Administration, Public Administration, or a related field.

Management Analyst - Senior Knowledge Of:

Experience

Eight years of increasingly responsible experience performing broad analytical, project/program management duties. Two years of supervision experience desirable. Related public sector experience desirable.

Education:

Bachelor's degree from an accredited college with major course work in Business Administration, Public Administration, or a related field.

Special Requirements

Must have a valid California Class C driver license.
