POSITION SUMMARY: The Licensing Manager’s primary responsibilities include leading and developing a high functioning team, development of licensing products (from inception to approval), supporting an aggressive schedule for NuScale’s deployment efforts, and holding an unwavering commitment to quality. Examples of licensing products include white papers, topical reports, technical reports, RAI responses, and combined operating license applications. The Manager is assigned (directly or indirectly) a team that may include supervisors, engineers, coordinators, and a work planning execution lead. The Licensing Manager is responsible for coordinating work activities, identifying and resolving licensing-related issues, and ensuring alignment between stakeholders (Internal and External). The Licensing Manager ensures adherence to NuScale standards and procedures for activities within his/her span of control.
The licensing manager is expected to be qualified to serve as the project manager for licensing projects. To fill the role of project manager, the individual must complete core training and adhere to the project management standards set by NuScale including those for cost control, resource planning, work planning, and project reporting.
As business strategy is a focus at NuScale, the Licensing manager is expected to integrate NuScale’s strategic vision into the team. To accomplish the integration of business strategy, the licensing manager is expected to help develop processes that meet the business objectives, contribute new and novel ways to approach problems, provide input for business planning, participate in periodic department planning meetings, and educate the team on the business strategy.
Note: This position will likely require extensive travel based upon NuScale, Client, and Stakeholder needs. The travel needs will vary by project and may, at times, be expected on short notice (less than a week).
ESSENTIAL DUTIES AND RESPONSIBILITIES:
•Responsible for developing, facilitating, and overseeing licensing strategy for NuScale and customers.
•Represents NuScale interests and maintains effective customer relationships in development and implementation of projects from inception to final licensing.
•Responsible for the coordination of direct and indirect (matrixed) staff activities in support of NuScale projects, pre-application, and licensing support.
•Responsible for ensuring alignment between the NuScale design and licensing basis and prospective licensing bases.
•Responsible for overseeing NuScale and augmented staff work activities under the span of control.
•Performs or ensures the accomplishment of the following core management functions for the assigned group within a business unit: planning, organizing, directing the performance of on-going activities, special assignments, staffing (employee selection, training, coaching & performance management, time entry), coordinating, reporting & budgeting; mentors, provides guidance and direction, and acts in a subject matter expert capacity for less experienced staff.
•Ensures NuScale program compliance with applicable regulations, codes and standards.
•Actively involved in industry groups and forums. Responsible for implementing lessons learned and industry best practices at NuScale.
•Leads continuous improvement for a given group(s): designing processes; establishing quality/quantity standards and metrics; collecting, refining, adapting and communicating best practices.
•Implements and supervises a range of licensing, technical and support activities, making sound decisions on an expedient basis consistent with organizational standards and regulatory requirements.
•Develops effective regulatory strategy based on industry and NRC guidance documents; makes recommendations based on the analysis technical and regulatory information through independent efforts.
•Will be expected travel to various NRC and industry locations (including international travel) when performing assigned tasks.
•Performs other duties as assigned.

•Quality Assurance: Demonstrated understanding and implementation of quality assurance regulations, standards and guidelines of 10 CFR 50 Appendix B, 10 CFR 21, and NQA-1 preferred.
MINIMUM SKILLS, QUALIFICATIONS AND ABILITIES:
•Education: A minimum of a Bachelor's degree in Engineering, Engineering Technology or Science is required. Four years of technical experience within engineering or licensing may be considered as an alternative for a technical degree provided there is demonstratable technical knowledge of the NuScale design. Advanced degree preferred.
•Experience: A minimum of ten years of related experience in regulatory affairs, licensing, engineering, construction, operation, project management, or maintenance with at least eight years in the nuclear field is required. At least five years of people management experience is required. Applicable Navy nuclear experience may be considered. Additional experience includes:
•+ In-depth understanding of understanding of NRC’s regulatory framework under 10 CFR Part 52 is required.
+ Demonstrated ability to manage others and coordinate across multiple disciplines to provide design solutions in a timely manner
+ Solid understanding of nuclear engineering concepts, principles, and theories is desired.
+ Knowledge of project management systems desired.
•Industry Requirements: Eligible to work under Department of Energy 10 CFR Part 810.

Pay and Benefits:
The target pay range for this position is $165,576 - $199,833 annually. The full pay range is $148,447 - $232,188 annually.
