We are seeking a dynamic and experienced HSE Manager, North America, to join our team.


- Position Summary

The Health, Safety & Environmental (HSE) Manager is responsible for leading the North American HSE strategy implementation across a diverse network of operations. This role is instrumental in ensuring regulatory compliance, risk mitigation, and consistent implementation of HSE policies and training. The ideal candidate will bring a deep understanding of HSE frameworks within industrial service environments and thrive in a fast-paced, high-travel role that supports both field and corporate operations.

Compliance & Regulatory Leadership

- Ensure full compliance with applicable OSHA, EPA, DOT, and local regulations across multiple U.S. and Canadian jurisdictions.

- Maintain and manage all federal, state/provincial, and local HSE permits and reporting requirements.

- Monitor regulatory changes and proactively update internal policies and procedures.


Risk Management & Mitigation

- Identify, assess, and reduce HSE risks across field operations, laboratories, and client-facing activities.

- Implement incident prevention programs and lead root cause analyses following incidents or near misses.

- Collaborate with operational leaders to embed a culture of safety and accountability.


Training & Workforce Development

- Develop and deliver standardized training programs, including onboarding, annual certifications, and task-specific instruction.

- Conduct on-site safety training and toolbox talks for field teams and supervisors.

- Evaluate training effectiveness and adapt materials to meet evolving business and compliance needs.


Audit & Continuous Improvement

- Lead internal HSE audits and inspections across sites and service lines.

- Oversee Root Cause analysis and corrective action plans and track remediation efforts through completion.

- Benchmark best practices and drive continuous improvement initiatives that enhance safety performance and reduce risk exposure.

- Minimum Requirements

- Bachelor's degree in Occupational Health & Safety, Environmental Science, Industrial Hygiene, or a related field.

- 7+ years of progressive HSE experience, preferably within TIC, industrial services, or oil & gas sectors.

- Strong working knowledge of OSHA, EPA, DOT, and other relevant regulatory frameworks.

- Experience managing HSE across geographically dispersed operations.

- Proven ability to develop training, lead audits, and influence cross-functional stakeholders.

- Willingness and ability to travel 70%+ throughout North America.

- Professional certifications (e.g., CSP, CHST, CRSP, or equivalent) preferred.

- Bilingual in English and Spanish or French (a plus but not required).

- Strong background in safety management, regulatory compliance, and performance optimization in the oil and gas sector.

- Excellent leadership, communication, and interpersonal skills.

- Demonstrated ability to develop and maintain business relationships.

- Ability to travel up to 50%.

- Fitness for Duty – Physical Demands

- Ability to work in a variety of environments, including office settings and field locations.

- Must be able to lift and carry up to 25 pounds.

- Frequent standing, walking, and sitting.

- Occasional exposure to outdoor weather conditions and industrial environments.

- Ability to travel as needed to various branch locations and client sites.


9.0 Performance Metrics:


Compliance & Regulatory Readiness

- 100% compliance with federal, state/provincial, and local HSE regulations across all operating locations.

- Zero regulatory fines or citations in annual audits and inspections.

- All required permits, logs, and documentation maintained and submitted on time.


2. Risk Mitigation & Incident Reduction

- Year-over-year reduction in Total Recordable Incident Rate (TRIR) and Lost Time Incident Rate (LTIR).

- Zero fatalities or serious incidents, with measurable reduction in near-miss frequency.

- Close-out rate >90% on corrective actions within 30 days of incident or audit.


3. Training Execution & Workforce Engagement

- 100% training compliance across all roles—onboarding, annual refreshers, and task-specific training.

- Demonstrated increase in field engagement with safety programs (e.g., toolbox talk participation, safety observations submitted).


4. Audit & Inspection Effectiveness

- Quarterly internal audits completed across all critical facilities and field locations.

- >95% audit closure rate within 60 days.

- Documented improvement in audit scores and reduction in repeat findings.


5. Culture & Leadership Impact

- Increased frontline ownership of HSE practices (e.g., peer-led safety committees, local champions).

- Strong cross-functional partnerships with Operations, HR, Legal, and Compliance teams.
