PURPOSE OF POSITION:
Under the direction of the Manager-Human Resources (HR) or designee, provides technical and administrative support for all functional areas of HR, including benefits, compensation, recruitment, safety, and training.
1. Performs administrative support such as data entry, reconciling and paying invoices, and entering requisitions.
2. Assists with processing employee changes and generates routine reports in the Human Capital Management System (HCMS).
3. Partners with Recruiters, HRIS, and Payroll teams to troubleshoot and resolve data issues or process gaps.
4. Utilizes Microsoft Office and other software to prepare correspondence, memos, and reports, including non-routine and confidential materials.
5. Responds to inquiries from coworkers and customers requiring an understanding of department policies and procedures. Ensures inquiries are addressed and resolved in a timely manner.
6. Handles confidential information with the highest level of professionalism and discretion.
7. Coordinates, administers, and scores testing conducted by the Recruitment Office.
8. Reconciles monthly Procurement Card statements and contractor and/or vendor invoices.
10. Assembles welcome packets and helps gather items for career fairs.
11. Orders office supplies and places orders with the print shop. Distributes mail, files, copies, scans, and shreds for the department.
12. Coordinates meetings and schedules, managing logistics to avoid conflicts and serving as the contact person for room or resource reservations.
13. Maintains confidential personnel and recruitment records. Creates and maintains organized filing systems and implements process improvements to reduce paperwork through technology. Performs regular audits to ensure all personnel files and recruitment records contain the appropriate documentation and comply with internal policies and recordkeeping standards.
14. Coordinates the orientation/onboarding of newly hired and transferred employees. Schedules interviews and testing for applicants.
16. Represents City Utilities at job fairs or other public events to promote CU’s job opportunities and project a positive image.
17. Participate in process improvement initiatives to enhance the efficiency of HR operations.
18. Performs other related duties as required or assigned by management.
19. Collaborate with other HR staff to ensure smooth coordination across recruitment, benefits, and employee relations functions.
AA/AS in Business Administration or a related field and four years of recent responsible administrative experience is required. Exceptional experience and/or business-related college coursework may be considered in lieu of a two-year degree on a year-for-year basis. Recent Human Resources experience is preferred. Recent Workday experience is preferred.
Must have a valid driver's license (minimum Class F).

- Effectively utilize a range of digital tools and platforms, including but not limited to Microsoft Office Suite, enterprise software, artificial intelligence-enhanced applications, and self-service systems. Must possess a willingness and capacity to learn and adapt to emerging technologies, including mobile devices, cloud-based systems, and data-driven platforms relevant to utility operations.

Typically, sedentary work. Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer. Bending and stooping may be required for filing and file retrieval. Must be able to work in stressful situations involving employees.
