Truckee Meadows Water Authority (TMWA) is a not-for-profit, community-owned water utility, overseen by elected officials and citizen appointees from Reno, Sparks and Washoe County. TMWA has a highly skilled workforce who ensure the around-the-clock treatment, delivery and availability of high-quality drinking water for more than 475,000 residents of the Truckee Meadows.
We are looking to hire an HR Analyst - Training & Development, to join our HUMAN RESOURCES Department.
ABOUT THE POSITION
The Human Resources Analyst is fully experienced and competent to perform a variety of professional activities in support of a centralized human resources system including recruitment and selection, job analysis, classification and compensation plan administration, systems/records development, employee/organizational development, training, and development, leave administration and employee and labor relations.
The staff level Human Resources Analyst is the fully qualified journey-level classification in the Human Resources Analyst series. Positions at this level perform the full range of duties as assigned, working independently, and exercising judgment and initiative. Incumbents at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Incumbents at this level are not expected to perform with the same independence of direction and judgment on matters allocated to senior level. The staff level is distinguished from the Senior Human Resources Analyst in that the latter performs the most complex work assigned to the series and/or provides technical and function direction over others.
The senior level Human Resources Analyst differs from Staff Analyst in that incumbents at the Senior level are responsible for performing the most complex work assigned to the series. Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment. Positions in the classification rely on experience and judgment to perform assigned duties. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to complete assignments. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.
Progression from one position title, level or designation is not automatic nor guaranteed and is based on business need.

General Duties:
MINIMUM REQUIREMENTS
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the minimum requirements is:
Education & Training: Graduation from high school, or G.E.D. and equivalent to two (2) years of college level course work in business or personnel administration, a social science or field related to the work.
Experience: Five (5) years of progressively responsible experience supporting human resources programs, preferably in a government or utility environment. Additional experience may be substituted for the education on a year-for-year basis.
Must have working-level knowledge of the English language including reading, writing, and speaking English.
CERTIFICATIONS, LICENSURE & SPECIAL REQUIREMENTS
Professional designation in human resources management or related specialty is desired.
A valid Nevada (or California – depending on state of residency) Driver License at time of hire and continuing thereafter and ability to maintain insurability under TMWA's vehicle insurance policy.
Employment is contingent upon successful completion of a background investigation during hire and periodically thereafter during employment.
This position is considered a safety sensitive position and employment is contingent upon the results of drug and/or alcohol testing which includes screening for marijuana. The presence of marijuana or other screened for substances on any employment related substance test may result in a refusal to hire or termination of employment.

Knowledge of:
Principles, practices, and techniques of public, human resources administration, including recruitment, testing and selection, classification and job analysis, compensation and benefits analysis, and administration, training, and instruction; basic labor relations principles and practices, including contract administration; Federal, state, and local laws, codes, and regulations in assigned areas of responsibility; research methods and data analysis techniques; benefits administration, pay administration, position classification, and salary surveys; Personnel selection, validation, performance appraisal, and affirmative action; compensation principles and systems; mandated safety rules, regulations, and protocols; techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and TMWA staff; the structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar; modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
Skill/Ability to:
Provide professional generalist support for TMWA's human resources programs; conduct research and prepare findings; analyze problems, evaluate alternatives, and make sound, appropriate recommendations; analyze jobs and salaries and prepare sound classification and compensation recommendations; perform diverse recruitment and selection tasks and ensure compliance with mandated regulations; maintain confidentiality of sensitive personal information of employees, former employers, and other matters affecting TMWA employee and labor relations; understand, interpret, and apply all pertinent laws, codes, regulations, policies, and procedures, and standards relevant to work performed; independently organize work, set priorities, meet critical deadlines, and follow-up on assignments; use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines; effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks; communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax; establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
