Position Summary
We are seeking a skilled and motivated Project Engineer / Project Manager to join our team. The ideal candidate will possess a strong blend of technical expertise and strategic project leadership. This role is pivotal in achieving project financial goals, ensuring quality delivery, managing client relationships, and mentoring junior staff. This individual will be expected to contribute to both high-level strategic initiatives and hands-on project execution.

• Lead preparation of technical and cost proposals.
• Ensure services provided align with authorized scope.

• Internal Capability Development
• Coach and mentor staff to develop their technical and project management capabilities.
Tactical & Technical Responsibilities
• Project Planning & Execution.
• Forecast project start dates, schedules, and profitability metrics.
• Implement corrective actions as needed to meet or exceed performance goals.
• Execute project work and conduct quality reviews of technical deliverables.
• Sign/seal technical reports as appropriate.
Technical Leadership
• Serve as a subject matter expert on key projects.
• Provide high-level technical consultation and oversight.
• Prepare and sign-off on technical and cost proposals.
• Develop detailed scopes of work, accurate fee estimates, and required documentation.
• Review and approve proposals prepared by others.
Support Business Development
• Contribute to pursuit strategy by providing technical input.
• Participate in client interviews and capture planning sessions.
• Identify opportunities as a prime or subconsultant and support capture initiatives.
Staff Training & Development
• Train and mentor junior engineers and technicians in technical tasks, project delivery, and process adherence.
• Participate in performance reviews and assist in creating development plans for direct reports.
Departmental Process Improvement
• Collaborate with project teams to assess and enhance processes within the department.
• Contribute to improving hiring practices, forecasting, and pursuit effectiveness.
• Market Intelligence & Visibility
• Increase market visibility through active industry engagement.
• Collect and report market intelligence to internal leadership.
• Build and maintain relationships with client companies and agencies .
Qualifications
• Bachelor’s or Master’s degree in Engineering (Civil, Geotechnical, or related field preferred)
• 4 to 10 years of progressive engineering and project management experience
• Proven track record in managing project budgets, proposals, and technical deliverables
• Strong leadership, mentoring, and team development skills
• Excellent written and verbal communication
• Demonstrated participation in professional societies and technical forums
