About This Job

SUMMARY: Under limited supervision, is responsible for the daily oversight of the Field Operations Pipeline Department’s personnel and activities associated with the BJWSA’s water and wastewater delivery and collection systems. These duties include overseeing all new connections to BJWSA water and wastewater systems, the maintenance and repair of all BJWSA water and wastewater pipelines, and the management of activities associated with meter maintenance and the implementation of BJWSA policies associated with construction. Ensures that all aspects of work performed in the water distribution and wastewater delivery and collection systems is performed in accordance with ethical standards, local, state and federal regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:

Ensures the operation, maintenance, repair and construction of water and wastewater pipeline and structures through effective coordination and communication of activities between BJWSA divisions, consultants, engineers and contractors.
Manages employee concerns/problems, counsels and disciplines employees. Completes employee performance reviews, coordinates training activities, makes hiring recommendations, provides instruction, recommendations for transfers, promotions and disciplinary actions, discharge and salary administration.
Monitors safety and security policies, responsible for physical security of BJWSA facilities, and recommends changes when needed.
Assists in the development of and implementation of BJWSA’s Asset Management Program, CMMS software, and documenting and updating workflows.
Monitors the installation of new water and sewer connections, and the maintenance and repair of all water and sewer lines.
Maintains the water delivery systems in a manner to provide for the designated system fire flows and works with local fire districts and engineers to maximize system performance.
Monitors and provides input to the annual budget associated with the Field Operations Division and controls activities and expenditures with budget targets.
Manages and participates in the processing and approval of a variety of transactions involving purchase orders, accounts receivable, invoices, accounts payable, payroll and/or other related functions.
Functions as a Member of the Design Review Team. The team reviews the plans for all BJWSA capital and development projects to ensure plans comply with BJWSA regulations, field operation activities, and the BJWSA Strategic Plan.
Prepares construction cost estimates and plans related to customer requests, as well as the Engineering Department. Reviews and approves commercial tap quotes as requested.
Manages, reviews and participates in the collection and /or processing of data and/or information as needed. Prepares and reviews a variety of related reports, statements and communications as needed.

Audits a variety of data for quality control purposes.
Responds to requests for information and provides subject-matter-expertise/guidance to other departments, consumers, the general public and/or external agencies.
Coordinates, as needed, the review of newly constructed water/wastewater systems to ensure these systems are ready to be accepted by BJWSA for ownership and operation.
Coordinates BJWSA operations activities in a professional manner. Interacts with other water and sewer utilities, customers, municipalities, county and state agencies, regulatory agencies, contractors, consultants, engineers.
Coordinates operation division activities associated with BJWSA’s emergency response plans.
Is required to serve as part of the hurricane stay-behind team, report to work, or work modified days/hours or schedules in response to adverse weather or other emergencies with no guarantee of additional compensation. May be required to be on-call 24/7 for extended time periods for emergency response with little to no prior notice.
Performs other duties as required.


QUALIFICATIONS

Required Education, Experience, Certifications, Licenses:

5 years’ experience with extensive knowledge of the principles and practices of construction activities as applied to water, wastewater, project


management and general construction practices.

3 years’ experience at the leadership level.
Class “A” Water Distribution license and a Class “A” Wastewater Collection System license or must pass both Class “A” tests within one year of employment.
Valid Real ID compliant driver’s license.
Obtain a Department of Defense ID (DBIDS) within 6 months of employment.


Preferred Education, Experience, Certifications, Licenses:

Bachelor’s degree in civil or mechanical engineering or related field.
Class “A” Commercial Driver’s License (CDL) with tanker endorsement.

Requires the ability to speak with and before others with clarity, voice control and confidence using correct English and well-modulated voice.

Computer Proficiency: Must be proficient with computer software including, but not limited to, word processing, spreadsheet, database, and mapping. Must possess strong keyboarding skills.

Intelligence: Requires the ability to exercise judgment, decisiveness and use creativity when applying principles of rational systems to solve practical problems. Deals with a variety of concrete variables in situations where only limited standardization exists. Interprets a variety of instructions furnished in written, oral, diagrammatic or schedule form. Requires the ability to apply influence systems in managing a crew, learn and understand relatively complex principles and techniques, make independent judgments in absence of supervision and acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information. Must be able to communicate effectively and efficiently with persons from a variety of educational backgrounds using technical terminology as required.

Numerical Aptitude: Requires the ability to accurately utilize mathematical formulas, add and subtract totals, multiply and divide, determine percentages, decimals, time and weight.

Writing Skills: Requires proficiency in written communication, particularly the documentation of business practices and procedures.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width, and shape, visually with job-related equipment.

Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery and operating motor vehicles.

Manual Dexterity: Requires the ability to operate job-related equipment: keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have moderate levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing in uncomfortable physical conditions and under stress when confronted with emergency situations, difficult personalities or tight deadlines.
