JOB SUMMARY:
The Facilities Manager is responsible for maintaining and overseeing company’s grounds, buildings, and equipment to ensure that a workspace is safe and functional. Their duties include negotiating contracts with service providers, inspecting facilities to meet safety regulations and coordinating renovations and updates.
Responsible for planning, directing, and controlling the overall management, operations, and maintenance of the Authority’s buildings, building support systems, and related internal office services in a manner that will protect the Authority’s investment and support its operations mission, vision, goals, and objectives; approximately 297 facilities encompassing supply, treatment, distribution, storage, and administrative operations.
Preparing facilities and grounds for changing weather conditions including snow and ice, tropical storms, and hurricanes.
Responsibilities:
1. Overall lead for the entire Facilities department.
2. Lead and manages all aspects of the Facilities including daily management of all department personnel, all vendors and overall administration of entire construction department.
3. Oversees the work activities for multiple work teams within Facilities; including planned and reactive maintenance; manages continuous forecasts of resources and projects.
4. Perform project management functions in the areas of facilities design, construction, alteration, maintenance and repair and overall management and leadership of the facilities team.
5. Plan, direct, and control the activities of the facility leads and maintenance technicians.
6. Plan, direct and control the activities of outsourced service contractors and their staff, often after normal business hours, ensuring service contractors are fulfilling all contract obligations.
7. Develop policies and procedures pursuant to the effective management, operations and maintenance of all RWA facilities, with emphasis on life cycle costing and return on investment.
8. Develop and administer an O&M budget averaging $900K annually; develop and administer capital improvement budget averaging $1.0 M annually.
9. Develop and maintain a one-call clearinghouse for facilities service requests.
10. Delegate cleaning and maintenance tasks to team members.
11. Provide leadership in the development and implementation of policies and procedures pursuant to short and long-term facilities master planning, business continuity, and disaster recover. Is a member of the Business Continuity Planning Team/Committee.
12. Develop maintenance programs, tasks, parts inventories, contracts, specifications, histories, and database for all buildings and building systems.
13. Develop and implement metrics and benchmarks to measure effective business practices in facilities management.
14. Provide safety leadership support in the areas of lockout/tagout, electrical safety, building evacuation, fire safety and incident command while developing the RWA safety culture.
15. Develop, administer, and maintain the Infor/EAM computerized maintenance management system.
16. Collaborate with the Director of Procurement to develop and administer contracts, specifications, and supervise of a wide variety of outsourced projects and services.
17. Develop, plan, schedule, and control the management, operations and maintenance of all Authority buildings and building systems including electrical power distribution, lighting, heating, air conditioning, ventilation, fire-control and suppression systems, roof materials management, utilities, housekeeping, telecommunications, fencing, parking, waste management, ergonomics, material handling and storage, signage, domestic plumbing, and other misc. facility management services.
18. Ensures compliance with ADA, OSHA and other pertinent local, state, and federal regulations. Provide support in development of safety improvements and RWA’s zero injury safety culture. Assists in implementing and monitoring safety programs, ensuring that employees conform to all OSHA and RWA safety and health rules.
19. Performs duties and accomplishes other tasks as assigned by the VP Operations.
20. May provides management standby coverage and responds to callouts for resolution of problems or emergencies when necessary.
21. Other duties as necessary to accomplish the mission, vision, and values of our organization.
