This Estimating Manager
position will oversee and perform cost estimating, generate capital cost and/or services estimates, review and determine reasonableness of subcontractor quotes, and perform data analysis and control activities for the project to identify problems and make recommendations. This role supports project controls and reporting, estimate development, proposals, subcontractor bid analysis, and provides technical direction to assigned personnel when delegated.
- Owns and manages groups across the department.
- Manages staff by ensuring staff are accountable, meeting expectations, and promoting staff professional development.
- Authors, defines, reviews and revises department process assets.
- Develops key performance metrics.
- Serve as the subject matter expert across several diverse construction disciplines.
- Prepares services, contractor indirect and/or capital cost estimates in specialized discipline areas using current techniques and market pricing.
- Prepares cost/schedule products for proposals or contract negotiations.
- Performs independent price or cost analysis for reasonableness of subcontractor quotes or change requests.
- Provides input on the level of effort required (cost/job hours) through coordination with functions and/or vendors and consolidates input for costing.
- Performs quantity takeoffs from design drawings for multidiscipline sections and customizes forms, etc. to reflect best effort.
- Prepares detailed pricing for field manual labor, field subcontractors, and other direct costs.
- Prepares basis and assumption documentation denoting rationale, inclusions, and exclusions.
- Prepares subcontractor bid analysis and compares to market rates.
- Assists in developing unit staffing, job hour and pricing data for a specific discipline or specialty, including estimating parameters, factors, indices, and craft distribution reference data, etc., based on analysis and industry experience.
- Prepares reports and estimate summaries for estimate reviews; participates in estimate reviews and presentations.
- Researches, develops, and maintains costs, quantities, ratios, and metrics of the historical cost databases. Understands the data and various sources of data. Extracts non-standard data and formulates the data into comparative summary format for analysis. Inputs cost data into the historical cost databases. Files completed estimates with all relevant back-up documentation yielding appropriate versioning and configuration control.
- Generates estimates with appropriate global business unit software.
- Converts work breakdown structure used in the estimate to project job and sub-job codes and commodity-coding system used in the estimate to a system for a project.
- Maintains professional demeanor and behavior at all times in all forms of communication.
- Perform other duties as assigned by manager.
- A B.S. degree in Engineering, business, finance, or related field is required.
- Ten plus years of Estimating experience or at least five years of experience with the project engineering/management, design, operation, or maintenance of power generation or industrial processes facilities, in the nuclear industry.
- Formal training, certification, or work experience in project management or applicable experience may be substituted. (e.g., PMI-PMP, AACE certification, MBA, ASPE certification, CCEA certification or MS Engineering Management).
- Advanced software skills.
- Subject matter expertise across several diverse construction disciplines.
- Experience in developing and maintaining relationships while working in a matrixed organization or applicable experience may be substituted.
- Strong understanding of formal project management methodologies.
- Experience in power generation or industrial process facilities strongly preferred.
