About This Job


The Opportunity

- Environmental Manager at a growth-oriented energy company.

- Responsibilities involve reporting to stakeholders and management on current and future compliance initiatives and incentives.

- Significant exposure to Par Pacific Senior Leadership while providing functional expertise critical to our commitment to operational excellence and environmental compliance and sustainability across our site.

- Reporting to the Vice President & Refining Manager, you will be providing exemplary customer service to our clients and regulatory agencies.


Key activities include:


Leadership and Staff Development:

- Proven leader with a strong record in staff development and retention. Demonstrated ability to train, mentor, and motivate a team.

- Experience in supervising staff and coordinating cross-functional teams.

- Ability to foster trust and build collaborative relationships across different Par Pacific business units and refineries.


Environmental and Regulatory Expertise:

- Extensive knowledge of federal, state, and local regulations, including EPA Fuels programs, NPDES (wastewater and stormwater) compliance, Title V air compliance, RMP, TRI, EI, GHG reporting (CCA, LCFS), and SPCC, Facility oil spill response/prevention and Ecology Drill Compliance Demonstration.

- Skilled in managing and maintaining environmental permits and understanding complex regulatory requirements specific to the refinery’s location.

- Trade association engagement (e.g., AFPM, WSPA) and an active network with regulatory agencies, with the ability to influence and advocate for industry-relevant policies.


Compliance Program Development and Implementation:

- Proven record of implementing and managing effective compliance programs, ensuring timely updates on regulatory changes, and meeting critical deadlines.

- Skilled in developing and implementing internal compliance policies, training programs, and awareness initiatives to increase workforce compliance.

- Expertise in conducting thorough investigations to assess and mitigate environmental risks, demonstrating strategic and innovative problem-solving skills.


Communication and Stakeholder Relations:

- Excellent written and verbal communication skills, with the ability to convey complex information clearly to internal teams and external regulatory bodies.

- Personable, professional, and calm, particularly when handling high-stakes or tense situations.

- Strong capability to develop and maintain positive relationships with agency stakeholders and regulatory contacts, contributing to an environment of transparency and collaboration.


Project and Risk Management:

- Strong project management skills, including budgeting, milestone tracking, and ongoing program development.

- Ability to assess environmental risks, conduct necessary investigations, and implement corrective actions swiftly.

- Detail-oriented and highly organized, with the ability to track multiple regulatory, permitting, and compliance requirements accurately.


Technical and Industry-Specific Knowledge:

- In-depth knowledge of petroleum refining processes and a solid understanding of the refinery's unique history and operational culture.

- Experience in additional environmental programs such as TSCA, site remediation (MTCA), CERCLA, SARA, SEPA, permitting for DOT (truck, rail, and pipeline), USTs, and USCG requirements.

- Familiarity with site-specific regulatory demands (e.g., PSCAA, City of Tacoma).

- Adaptable and innovative, with a proactive approach to solving challenges and improving existing programs.

- Can-do attitude with a willingness to take on new tasks and responsibilities as environmental and operational needs evolve.

- Strategic thinker with the ability to navigate a rapidly changing regulatory landscape while upholding compliance and industry standards.

Qualifications

To meet the basic qualifications for this role, you will have legal authorization to work permanently in the United States for any employer without requiring a visa transfer or visa sponsorship. Additional qualifications include:

- Bachelor of Science Degree in Chemistry, Environmental Science, Engineering, or equivalent preferred.

- 10+ years of experience in environmental with a focus on compliance and regulatory programs strongly desired. - 5+ years of refining experience preferred.

- Proven management experience with demonstrated skills in training, mentoring, and team development preferred.

Hiring Range:

The hiring range for this position is $152,679 - $233,599 plus non-discretionary bonus. The candidate selected for this position will be placed according to his/her skills and qualifications.
