Employee is responsible for the interpretation and enforcement relevant to the Town’s Stormwater Program to ensure compliance with Town, State and Federal requirements. Employee is responsible for supervision of the Solid Waste division and transfer station operations. Reviews and inspects site development plans for erosion and sediment control. This position is under the supervision of the Public Works Director.

Manage Town’s stormwater pollution prevention program; review and assure implementation of commercial and residential pollutions plans and permits.
Manage Town’s solid waste and sanitation programs including the transfer station, recycle center, MSW collection, and brush collection.
Conduct inspections and investigations of storm infrastructure and transfer station to ensure compliance; monitor to ensure violations are corrected or addressed by the appropriate agency with regulatory authority.
Coordinate and monitor water quality and sampling to assure the Town meets requirements as mandated by State under Phase II Permit guidelines; interpret data to determine stream health and potential for future problems.
Coordinate programs in stormwater education/information to community groups, schools, and others; participate in environmental projects, press releases, special events, stream clean-ups, and other programs; prepare and distribute educational materials and brochures to target specific groups.
Communicate with other departments, private developers, engineers, local businesses, regulatory agencies, environmental organizations, the public, and others as needed to coordinate work activities, review work status and compliance issues, share information, and solve problems.
Review, generate and process various forms, reports, data sheets, correspondence, lab reports, permit applications, maps, graphs, charts, surveys or other documents based on state and federal requirements, statistical data, or research materials related to stormwater and water quality.
Responsible to the Public Works Director for the performance of all duties
Maintain comprehensive, current knowledge of all applicable laws, regulations, ordinances, and new trends and advances in stormwater management as well as oversee enforcement of local, state, and federal stormwater requirements.
Knowledge of Town, State, and Federal laws, ordinances, rules, and regulations, policies and procedures; Phase II Stormwater Permit requirements specific to Signal Mountain and in general.
Knowledge of Microsoft Office software, AutoCAD, ArcView¸ GIS, mapping, and other drafting and mapping software.
Ability to read and interpret plans, inspect sites and recognize violations. Have understanding of methods and applications to gain compliance with Phase II and local stormwater ordinance requirement.
Computer, fax, copier, and other office equipment, GPS; measuring, mapping, and testing equipment; vehicle, hydro-jetter and various hand tools.
Bachelor’s Degree gained through four-year college/university academic program, specialized training or experience of equivalent length.
Must possess or obtain within 6 months of hire a TDEC EPSC Level I certification.
Must obtain TDEC Level II Erosion Prevention & Sediment Control for Construction Sites (EPSC) certification within 12 months of hire date.
Must obtain SUIT and HAZMAT training within one year of hire date.
4 years’ experience in stormwater field preferred but not required.
Solve a variety of complex problems in the absence of technical guidelines or precedents.
Compose moderately complex documentation of a routine nature, i.e., documenting complex studies or summarizing annual department results such as annual reports. Compose sensitive, non-routine correspondence requiring tact and diplomacy and/or compose reports or summaries for which established formats generally do not exist.

Deliver informational speeches, reports, and orientation before audiences and groups that include people that are not organization employees.
