About This Job

The Alameda County Water District (ACWD) located in Fremont, CA is seeking to fill an Engineering Technician-GIS position.

Engineering Technician I: $87,972-$106,936 annually, plus benefits

Engineering Technician II: $103,496-$125,806 annually, plus benefits

The District announces an exciting career opportunity for a talented Engineering Technician-GIS to provide Geographic Information System (GIS) technical and administrative support in the District’s Development Services Division.

This position, under the close supervision of the Development Services Manager, plays a key role in documenting as-built conditions of water infrastructure, supporting the District’s GIS, mapping, and asset management by maintaining, updating, and delivering high-quality geospatial data, and collaborating with a wide variety of internal stakeholders and project applicants.


This position’s key responsibilities include the following:

- Create, update, and maintain the District’s GIS geodatabase related to water production, storage, and distribution facilities, including pipelines, valves, fire hydrants, water meters, and service laterals;

- Maintains a list of District properties, updates property related information, deeds, easements, quitclaims, and other property-related updates;

- Prepare and update maps, drawings, exhibits, reports for engineering design, construction, operations;

- Perform GIS data entry, verification, and quality control of as-built drawings and engineering records; file as-built drawings per District standard procedures; Georeferencing and digitizing construction drawings;

- Support field crews and construction inspectors by providing GIS data;

- Assist in integrating GIS data with asset management, hydraulic modeling, and work order management systems;

- ACWD uses Cityworks Software for Asset Management (AMS) and Permits and Licensing (PLL) for development permit review and processing

- Respond to internal and external GIS map and data requests;

- Provide mapping and analysis for development and capital improvement projects, and emergency response;

- Contribute to process improvements, data standards, and documentation of GIS workflows;

- Prepare mapping for Board of Directors’ meeting agenda items to assure compliance with the Brown Act and applicable Conflict of Interest codes

- Create and update standard operating procedures for GIS tasks, cross-train District staff members as required;

- Provides service to customers and respond to a variety of customer inquiries;

- Assist with new and modified water service projects, assist other Development Services Engineering Technicians with customer-facing work; including field work, as required;

- Performs other related work as required.

IDEAL CANDIDATE: Candidates that possess an Associate’s Degree in Geographic Information Systems, Engineering Technology, Drafting, Engineering are highly desirable.


Strong knowledge of:

- GIS concepts, mapping principles, cartographic design, and spatial analysis

- ESRI ArcMap, ArcGIS Online, ArcGIS Pro, and/or enterprise geodatabases.

- Querying GIS databases, and creating and generating reports

- Utility mapping, engineering drawings, and records.

- Surveying documents, including tract maps, parcel maps, surveyed boundaries, plat maps and legal descriptions, easements, and quitclaims.

- Basic principles of water distribution systems and water infrastructure.

- Public Records requests and response procedures.

- Provide excellent customer service to staff, applicants and members of the public.

- This position will be interfacing with staff and members of the public daily.

- Should have strong interest in the water industry and working with the public.

- Must be willing to work in the field. This position will be asked to assist with some field work occasionally and assist with other engineering technician or construction inspection tasks (for example, water quality sampling or fire hydrant flow testing).


Typical Qualifications


REQUIREMENTS:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be the equivalent of:


Education and Experience:

Both positions: Possession of an Associate’s degree in engineering or a related field;

Engineering Technician I: No work experience is required.

Engineering Technician II: Two (2) years of full-time experience equivalent to that of a Engineering Technician 1 within the District.

Additional Requirements:Must possess a valid California Driver’s license and have a satisfactory driving record.

Engineering Technician I: Must obtain a Grade 1 Water Distribution Certificate within 18 months of appointment, when assigned to the Development Services Division.

Engineering Technician II: Must possess a Grade 1 Water Distribution certificate within 18 months of appointment, when assigned to the Development Services Division.



Selection Procedure

Health Insurance: Coverage is provided through the PERS Health program. Employees will contribute 0.25% of salary towards their medical benefits. The employee medical deductions shall not occur in the paycheck in which Union dues are withdrawn.

Dental and Vision: Coverage for the employee and eligible dependents is fully paid by the District.

Retirement: California Public Employees Retirement System (CalPERS) benefit depends on whether the employee is a "new" member or "classic" member under state law.

Classic member: Employee who is a member of PERS or reciprocal agency within six months of hire at ACWD. 2.5% @ 55 with 8% employee contribution. $5000 Retired Death Benefit, 3% Annual Cost-of-Living Allowance Increase, Post-Retirement Survivor Allowance to Continue After Remarriage, Pre-Retirement Death Benefits to Continue After Remarriage of Survivor, Additional Opportunity to Elect 1959 Survivor Benefits, 1959 Survivor Benefit Level 4, Unused Sick Leave Credit, Public Service Credit for Peace Corps, AmeriCorps VISTA, or AmeriCorps Service, Military Service Credit as Public Service, Final Compensation 1 Year, Post-Retirement Survivor Allowance, Prior Service. The District picks up 2.5% of the CalPERS retirement contribution.

New member: Employees hired after 12/31/12 who were not members of PERS or a reciprocal agency within the last six months of hire at ACWD. 2% @ 62 with 7% employee contribution. Effective 7/1/23 PEPRA employee contributions will increase to 7.75%. $5000 Retired Death Benefit, 1959 Survivor Benefit Level 4, 3% Annual Cost-of-Living Allowance Increase, Additional Opportunity to Elect 1959 Survivor Benefits, Final Compensation 3 Years, Military Service Credit as Public Service, Post-Retirement Survivor Allowance, Post-Retirement Survivor Allowance to Continue After Remarriage, Pre-Retirement Death Benefits to Continue After Remarriage of Survivor, Pre-Retirement Option 2W Death Benefit, Prior Service, Public Service Credit for Peace Corps, AmeriCorps VISTA, or AmeriCorps Service, Unused Sick Leave Credit.

Social Security/Medicare: The District does not participate in Social Security, but provides a 1.45% matching Medicare contribution.

Retiree Health Benefits: Coverage is provided through the CalPERS Health program. The District's contribution for retiree coverage shall be the PEMHCA minimum contribution as determined by CalPERS on an annual basis. Please refer to the Memorandum of Understanding for various eligibility and plan details.

Employees hired on or after January 1, 2019 will receive a defined-contribution benefit into a retiree health savings account.

Life Insurance: The District provides Basic Life Insurance and Basic AD&D Insurance of one times your annual salary to a maximum of $150,000. There is no cost to the employee for this insurance.

Long Term Disability: The District provides you with Long Term Disability Income Insurance of 66 2/3% of monthly earnings with a maximum monthly benefit up to $7,000.

Short Term Disability: Coverage is provided through the District for employees working a minimum of 20 hours per week at 66 2/3% of base weekly earnings for the first 12 weeks up to a weekly benefit maximum of $1,650.

Deferred Compensation: Optional deferred income plans allowing tax sheltering of current income and payment later as supplemental retirement income.

Vacation: 10 days first year, increasing to 25 days after 20 years.

Holidays: 11 days per year, plus 4 Floating Holidays per fiscal year.

Sick Leave: 12 days per year plus 30 hours/year Medical Appointment Leave.

Employee Assistance Program: Up to 6 sessions for employees and family members for professional consultation and short-term counseling for personal problems.

Tuition Reimbursement: The District will reimburse 100% of the total tuition and textbook costs incurred in taking courses outside of normal working hours related to District employment up to an annual maximum of $5,250.
