The District announces an exciting career opportunity for a talented Engineering Technician to provide technical and administrative support in the District’s Development Services Division.
DISTINGUISHING CHARACTERISTICS
Engineering Technician I is the entry-level class in the Engineering Technician series. Under close to general supervision, within a framework of established policies and procedures, incumbents learn and perform routine engineering technical assignments. As experience and proficiency are gained, assignments become more varied and complex. Assignments are given in specific terms and are subject to review by the assigned Supervisor or Manager while in progress and upon completion, except where tasks are well defined by established standards, policies, and procedures. There is limited latitude for independent judgment. Opportunities exist for learning the use of specialized equipment and developing various engineering technical skills.
This classification is distinguished from the experienced, journey-level Engineering Technician II class by the routine nature and limited complexity of work assignments and the level of supervision received. The Engineering Technician I and II classifications are flexibly staffed. Upon recommendation of the immediate supervisor and approval by the department manager, incumbents in this class may advance to the Engineering Technician II classification after two (2) years at the first level and with demonstrated proficiency to meet the job requirements of the Engineering Technician II classification.
Has performed some of the typical duties for the position.
- Should have experience preparing or reviewing underground utility improvement plans, or other utility or municipal improvement plans.
- Should have experience using AutoCAD and/or Geographic Information Systems (GIS)
- Should have knowledge of permitting processes, traffic control plans, surveying, and/or asset management systems.
- Should have strong knowledge of the Microsoft Office suite, including Microsoft Excel (spreadsheets). Must be able to create new spreadsheets, maintain logs, and run statistical analysis within spreadsheets.
- Should have strong interest in the water industry and working with the public.
- Must be willing to work in the field. This position will administer the fire hydrant flow testing program, conduct project site visits, and assist with District construction inspection, including sampling and other construction-related activities.
- Development Services Division Engineering Technicians will be in the field approximately 25% of the time.
- Must be a team player. The Development Services Division supports many District Divisions and Departments, including internal parties in Engineering, Operations, Water Resources, and Finance.
- Must be a good communicator with both internal contributors and external applicants, contractors, consultants, agencies, and property owners.
- This position will be interfacing with applicants and other members of the public daily.
This position, under the close supervision of the Development Services Manager;
- Supports new and modified water service projects, reviews improvement plan drawings and provides detailed comments, prepares and estimates customer job order projects for work to be performed by the District; reviews projects for conformance with District requirements, including standard drawings and specifications;
- Effectively communicates project work, prepares and maintains routine correspondence; oversees and coordinates project work; helps to resolve problems and disputes;
- Coordinates construction and related activities with internal parties, land developers, home and property owners, external contractors and other public agencies; and reviews the work of other Engineering Technicians in the Development Services Division;
- Performs complex drafting and technical engineering work in field surveying, inspection, computer aided drafting (CAD), and/or office engineering functions; utilizes a variety of technical engineering software applications including AutoCAD, Cityworks asset management system, Revu Bluebeam, and ArcMap GIS (Geographic Information System) to create and maintain engineering drawings, exhibits, records, and maps;
- Administers the fire hydrant flow testing program, collects fees, conducts fire hydrant flow tests, and prepares related correspondence;
- Collects bacteriological and other water quality testing samples and performs a variety of field engineering; aids with field activities, including construction inspection;
- Effectively provides service to customers and responds to a variety of customer inquiries;
- Establishes and maintains a variety of engineering files and records; reviews elements of engineering drawings and improvement plans submitted by developers, external engineers, and other agencies for conformance with District requirements; reviews and updates Standard Specifications and Drawings;
- Prepares and reviews property rights, easement and quitclaim deeds, surveyed boundaries, and legal descriptions; prepares utility permits and associated plans and documentation; prepares municipal encroachment permits and traffic control plans; prepares temporary water service agreements; performs simple research and develops and presents reports;
- Prepares Board of Directors presentations and assists with presenting project-related materials at the monthly Engineering and Information Technology Committee Meetings and/or Board of Directors Meetings;
- Performs other related work as required.
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be the equivalent of:
Possession of an Associate’s Degree or equivalent in engineering or closely related field and
Additional Requirements: Must possess a valid California Driver’s license and have a satisfactory driving record.
Must obtain a Grade I Water Distribution Certificate within 18 months of appointment, when assigned to the Development Services Division.

Health Insurance: Coverage is provided through the PERS Health program. Employees will contribute 0.25% of salary towards their medical benefits. The employee medical deductions shall not occur in the paycheck in which Union dues are withdrawn.
Dental and Vision: Coverage for the employee and eligible dependents is fully paid by the District.
Retirement: California Public Employees Retirement System (CalPERS) benefit depends on whether the employee is a "new" member or "classic" member under state law.
Classic member: Employee who is a member of PERS or reciprocal agency within six months of hire at ACWD. 2.5% @ 55 with 8% employee contribution. $5000 Retired Death Benefit, 3% Annual Cost-of-Living Allowance Increase, Post-Retirement Survivor Allowance to Continue After Remarriage, Pre-Retirement Death Benefits to Continue After Remarriage of Survivor, Additional Opportunity to Elect 1959 Survivor Benefits, 1959 Survivor Benefit Level 4, Unused Sick Leave Credit, Public Service Credit for Peace Corps, AmeriCorps VISTA, or AmeriCorps Service, Military Service Credit as Public Service, Final Compensation 1 Year, Post-Retirement Survivor Allowance, Prior Service. The District picks up 2.5% of the CalPERS retirement contribution.
New member: Employees hired after 12/31/12 who were not members of PERS or a reciprocal agency within the last six months of hire at ACWD. 2% @ 62 with 7% employee contribution. Social Security/Medicare: The District does not participate in Social Security, but provides a 1.45% matching Medicare contribution.
Retiree Health Benefits: Coverage is provided through the CalPERS Health program. The District's contribution for retiree coverage shall be the PEMHCA minimum contribution as determined by CalPERS on an annual basis. Please refer to the Memorandum of Understanding for various eligibility and plan details.
Employees hired on or after January 1, 2019 will receive a defined-contribution benefit into a retiree health savings account.
Life Insurance: The District provides Basic Life Insurance and Basic AD&D Insurance of one times your annual salary to a maximum of $150,000. There is no cost to the employee for this insurance.
Long Term Disability: The District provides you with Long Term Disability Income Insurance of 66 2/3% of monthly earnings with a maximum monthly benefit up to $7,000.
Short Term Disability: Coverage is provided through the District for employees working a minimum of 20 hours per week at 66 2/3% of base weekly earnings for the first 12 weeks up to a weekly benefit maximum of $1,650.
Deferred Compensation: Optional deferred income plans allowing tax sheltering of current income and payment later as supplemental retirement income.
Vacation: 10 days first year, increasing to 25 days after 20 years.
Holidays: 11 days per year, plus 4 Floating Holidays per fiscal year.
Sick Leave: 12 days per year plus 30 hours/year Medical Appointment Leave.
Employee Assistance Program: Up to 6 sessions for employees and family members for professional consultation and short-term counseling for personal problems.
Tuition Reimbursement: The District will reimburse 100% of the total tuition and textbook costs incurred in taking courses outside of normal working hours related to District employment up to an annual maximum of $5,250.
