Summary
The Energy Efficiency Program Manager (PM) is responsible for the design and implementation of energy efficiency programs that meet current and future savings goals. Activities include the management, development and design of standard offer and/or market transformation programs, monitoring of industry trends, market research, geographic analysis and mapping, forecasting, and strategic planning.
This position will be a hybrid work environment in the office 3 plus days a week based out of our Corporate Office located in Downtown Dallas. We are considering applicants with multiple experience levels. Please see below for experience requirements for each level.
Key Roles & Responsibilities
- Develops, implements, and recommends changes to energy efficiency program offerings.
- Researches and recommends new efficient technologies for inclusion in the Energy Efficiency portfolio.
- Works closely with offshore software development team ensure Energy Efficiency software meets departmental needs.
- Develops, prepares, and maintains complex documentation used to calculate existing energy efficiency measures.
- Develops, acquires, and consolidates complex data forecasting models from internal and external data sources used for research, design, and program development.
- Develops market assessments and baseline studies to identify new program opportunities and validate existing program structures.
- Maintains a positive Company image with trade organizations, constituency groups and regulatory organizations.
- Ensures that all Company energy efficiency program offerings comply with the Company’s Code of Conduct and Public Utility Commission Requirements and its Evaluation, Measurement, and Verification (EM&V) Evaluator.
- Performs all essential functions and aspects of the job including any other specific job requirements.
- Knowledge of regulatory, legislative and market dynamics in the energy efficiency sector.
- Strong written, verbal communication, analytical and problem-solving skills.
- Excellent negotiating skills and ability to influence others.
- Ability to articulate complex issues in both public and private forums.
- Ability to work with many stakeholders, both internally and externally to explain complex technical concepts.
- Flexible, adaptable, and able to work independently to manage multiple priorities.
- High School Diploma, GED, or equivalent is required.
- Bachelor’s Degree in Engineering, Math, Physics, Computer Science, Planning, Sustainability, Public Policy, Business, or another related field are encouraged to apply.
- Applicants with a Certified Energy Manager (CEM) or Project Manager Professional (PMP) certification are encouraged to apply.
- Program Manager Level I - 3 or more years of utility industry experience related to incentive programs, energy efficiency, design, operation, project management or construction is required. In lieu of utility experience, 3 or more years of professional project management, program management, and (or) project implementation is required.
- Program Manager Level Senior - 5 or more years of utility industry experience related to incentive programs, energy efficiency, design, operation, project management or construction is required. In lieu of utility experience, 5 or more years of professional project management, program management, and (or) project implementation is required.
- Understanding of Company policies.
- Maintain the Energy Efficiency Program Management software to support operational efficiency with accurate and compliant program forecasts and reporting with minimal supervision.
- Maintain program cost effectiveness as measured in dollars per kilowatt saved.
- Seek new program delivery methods to lower costs, while delivering high quality programs through a variety of implementers.
- Develop and maintain Energy Efficiency portfolio forecasts to contribute to Company safety and environmental goals.
