The following director roles are ideal for candidates with deep expertise in a focused functional area, ready to lead major programs and projects with operational excellence.
As an alternative approach, Toho will consider combining functional responsibilities in a role at a more senior level for candidates with extensive experience and demonstrated ability to lead across multiple strategic infrastructure functions. This position would include responsibility for building, leading and executing an integrated program across the program management, construction, and potentially other related functions.

Essential Functions Toho is seeking leader(s) to support its growing customer base—currently approximately 175,000—by delivering a $1.5 billion+ five-year capital improvement program (CIP) that advances long-term infrastructure development in one of Florida’s fastest-growing regions.

The position(s) will have visibility and engagement across the executive team and throughout the organization. Depending on qualifications and organizational needs, the role may focus on:
Toho is prepared to hire two distinct positions; however, for highly qualified candidates, the roles may be combined into a broader opportunity at the Sr. Director / Chief level. This combined role would oversee integrated capital execution, cross-functional alignment, and long-range capability building. The selected leader would serve as a key member of Toho’s leadership team, focused on accelerating organizational efficiency and decision-making.
Beyond delivering projects, this individual will help build the foundation for Toho’s future—advancing not just infrastructure, but also the systems, processes, and teams that support long-term service, efficiency, and excellence.
This position requires strong technical knowledge in utility infrastructure, proven leadership across internal teams and consulting partners, and the ability to drive results in a dynamic and evolving environment.
Key Responsibilities
+ PMO Functions: Capital planning and controls, scheduling, document management, contract tracking, performance reporting, and cross-departmental coordination. + Construction Functions: Field execution, contractor and consultant coordination, QA/QC, safety oversight, and direct leadership of Toho’s construction inspection services and inspector team.
