Primary role and responsibilities
The Deputy Director (Deputy) is responsible for working alongside the Executive Director to provide oversight of all aspects of the organization, ensure that the organization is operating efficiently and effectively to meet the Board's business and strategic goals. The Deputy will work closely with the Executive Director, Board of Directors, government officials and the public. The Deputy will ensure that staff members are aligned with the company's mission and vision and that all are working together to successfully achieve strategic objectives.
Essential Functions
•Develop and implement, with the Executive Director, the Board of Directors’ strategic plans that meet the mission and vision of the business.
•Communicate effectively with the Board of Directors by providing timely and accurate information necessary for the Board to function properly and make informed decisions.
•Recruit, employ, train, manage and evaluate District's Staff.
•Assure the financial integrity of the District by working with the Executive Director in overseeing fiscal operations, including budgeting and funds management, overseeing the annual financial audit process, and recommending possible rate changes on an annual basis to meet its operating, capital, and debt service obligations.
•Ensure that staff members are aligned with the District's mission and vision and that all are working together to successfully achieve strategic objectives.
•Oversee, monitor, and make suggestions to the contract operation team and work with them to meet the District's goals. Collaborate to make operations as efficient and effective as possible. Monitor contract operation team’s performance per the "Operations and Maintenance Agreement" and report anomalies.
•Re-evaluate and maintain property insurance for the full and insurable value of facilities, along with commercial general liability, cyber liability, auto liability for District employees, and Worker's Compensation.
•Assist in establishing, re-evaluating, revising, and monitoring compliance with policies and procedures necessary for effective execution of District's functions and day-to-day operations.
•Assist in ensuring the commitment to and compliance with all applicable laws and regulations across the organization.
•Monitor investments and certificates of participation/bonds.
•Maintain effective communication and positive public relations for the District and develop positive relationships with stakeholders, government agencies, and the public.
Minimum Qualifications
•As a minimum a bachelor's degree in engineering or business management and 7-10 years in Senior Management in a utility business. A Professional Engineering license in the State of Missouri and an MBA is preferred.
•Water and or wastewater licensure at the highest level in the State of Missouri is preferred.
•High level strategic thinking and planning. Ability to envision and convey the organization's strategic future to the staff.
•Excellence in organizational management stressing achievement in strategic objectives to uphold the Board's Mission and Vision.
•Strong financial management skills, including budget preparation, rate making, capital planning, analysis, decision making and reporting.
•Experience in building a high-performance team and setting goals with them to meet the strategic goals of the District.
•Excellent verbal and written communication skills
Physical Requirements
•Must be physically able to work indoor or outdoor work during seasonal heat and cold or other adverse weather conditions.
•Must be physically able to walk up and down stairs and long distances.
•Must be physically able of standing, climbing, walking, lifting, bending, pulling and/or pushing, grasping, reaching, stooping, and crouching, sitting, typing, walking, reading, writing, color determination, speaking and listening for extended periods of time.
•Must be physically able to work in confined space environments.
•Must be physically able to remain alert and attentive to job requirements and co-workers.
•Maintain a neat, clean, professional appearance.
